i scream at them then proceed to talk in a very normal voice
Continue talking in your normal voice and tone (and speed), and after that, add to it "I also would really appreciate it if you would let me finish talking, that way I can give you my full attention as well."
You're now doing a few things at once:
1) because you kept talking, you imply that what you just said is important
2) you explained the behaviour you would like to see as well as how that would make you feel without criticizing your conversational partner personally, which makes them less likely to go defensive
3) by saying you would be able to give them your full attention if only one person speaks at a time, you are implying that you know they weren't really listening to begin with, without outright making an accusation
Bonus: whatever you said is all positive reinforcement and is unlikely to ruin the mood in any way

Fun fact I learned something guys do that girls like is when we are shy and it also helps them understanding if we like them if we don't like them we just stutter a lot when shy if we do like them we will put our hand on the back of our neck and wait a few seconds to process what we want to say so we don't embarrass ourselves
