That's a fair weather spout. They aren't strong and they don't move much. Tornadic spouts that are part of a rotating super cell are much more dangerous.
Depends, there are two types of waterspouts: fair weather and tornadic. Fair weather spouts are like dust devils, but on water: weak, slow, short-lived and relatively harmless (though I'd still steer clear if you're in a boat). They occur over warm water when the air is cold and require no storm systems. These are very common in Michigan where I live! Tornadic waterspouts are more rare, and much more powerful--those come from storm clouds and are essentially full-strength tornadoes on water, and can survive hitting land to become a regular tornado. I'm not seeing any lightning, hail, or other storm conditions here so this one appears to be a fair weather spout. The sky would probably look much darker otherwise.

why is water spout over ocean surface always calmer than on land n not en any ontop cloud disturnce compares to tornado on land ? they are same just different temperatures n energy conditions of onland dry wind dust air energy vs oversea only air water temperature is all

waterspouts aren't deadly unless they're tornadic, that one obviously isn't so you'll be fine
