I'd check the fuel filter for water.& A gelly like substance inside of your fuel filter because that causes rough.& Hard cold starting issues just like that with diesel engine's no matter what if it has moisture like watery& gelly substances in them for sure. You can clean them out.& Reuse the filters if you put A ketch pan underneath for the fuel while cleaning it out really good to. Then refill it back up with diesel fuel screw it back on the fuel filter area. Then try starting up again. Watch the response after doing that trick.

I got lucky with my bew. It started on the first crank in the same temp. Warmed the glow plugs twice
