i would say the horn switch in the steering wheel is stuck. try smackin the steering wheel a few times. either that or a wire to the horn or relay is shorting to ground.

I got a 99' 2 door Dohc dodge neon..I took off the headlight but there was a flat surface under headlight. not too sure where to look

2001 Horn doesn't work for a while now and now Air Bag light is on most of the time. Are they related?
yes it is the clock spring behind the steering wheel.
2002 neon. horn is stuck. I have to remove fuse to keep it from blowing. does the horn need replacing or just a good swift smack with a hammer. lol
