You didn't answer the most basic question of whether you test heat AND air conditioning, or if it could dMage the system by testing AC when it's 40 degrees for instance.
Thank you for the question. These systems operate all year round. The operation of the air conditioning cycle when the temperatures are less than 40 degrees does not damage the system. That being said, each inspector should make their own determination about operating the system. As a practice, I operated these systems regardless of the temperatures.
