The question is who is buying all of these stolen items from the thiefs? If the people who are paying for these car parts get fined and business shut down they’ll stop buying and the criminals will have no one to sell to so they’ll stop stealing them.
Recycling places buy them. I've sold about 10 got 500 for one of them. Where I live no emissions check or anything so alot of people just cut them off and sell them

Do get a couple of quotes, and consider paying extra for the steel protectors versus the aluminum ones... might discourage some crooks who are willing to cut through the aluminum ones.
Almost every town and city in the U.S. has a "recycling" center that buys stolen scrap (and pawn shops that buy stolen merch). I'm 52 years old, and it's been that way since long before I was born.
anyone involved should get conspiracy theft charges or more than just a simple theft charge, and should have to pay some sort of environmental fine (smog equipment is required/regulated as citizen we pay for this, if the catalytic is taken of the car than it has a direct effect on the enviroment as the car is now polluting), after all the thieves conspire with the buyers, and the buyers with companies that buy the metal to make new catalytic converters. Also make new laws so they can be charge for theft in the dollar amount of the stolen item and the cost of replacement.
Call me crazy but I think we should have more police on the streets. Basically have some on patrol and have a lot more that are stationary. There needs to be some sort of deterrence. These thieves don't know what hard work is plain and simple! There is no excuse as I come from a family of immigrants who barely spoke English and we live comfortably to this day. There is always a job available somewhere they just need to get there!
They should enact a law that makes all automakers install a factory protective shield on the bottom of the car to protect the converter. You can already buy after market ones. If you live in a democratic controlled large city its a no brainer to buy and install a cover. Will save you a lot of grief.

Myself, I have never dialed 911. I believe in taking care of issues in solitary fashion. There is no need to document the encounter with a catalytic converter thief. Be creative, resourceful, and an advocate for your community. Also, there is no need to ever talk about such events. That's all.

Give them 10,000 years in prison for each person for destruction terrorism and theft. And take all the criminals assets away, cars, houses, bank accounts, belongings, jewelries, future incomes, everything, and future award winnings and sell them all off at the auction to compensate for all the damages to the tax payers. Do it to all the criminals and fine each one of them 500 Billion each for their bails and they will have to pay for that as their bail to pay back to the tax payers and or remain in jail for 10,000 years and no good behavior for less sentence while in prison. And take the criminals social security pension away too, to pay back to the victim tax payers too.
My ex-wife‘s Prius had three catalytic converter stolen the last one with the plate shield. Both my sons have Prius and both catalytic converter‘s got stolen Catalytic converter thieves plus a gun in their hand no jail time no prison time instant execution. No leniency no get out of jail free card because it’s your first offense if you’re carrying a gun to do a crime and you pull it out you immediately lose your life end of story. Just think of all the money will save in court cost and prison time if we execute them immediately and save all that money for a public school system for the children 👧 👦
