Snare on 2 and 4 is a familiar pattern to me, so I happen to hear it that way. I also might just have a bias toward feeling things in bigger chunks, idk
I could be wrong but I think he's hitting syncopated beats on 16th note triplets. So: After two measures, count in triplets and he's hitting the second note in the first triplet, then the second note in the second triplet. Still figuring it out from there on. If you go to 1:06 to about 1:16 he starts doing fills in triplets which makes it a bit more explicit.
Louis is one of the best few drummers out there. no doubt. never saw a strict tempo like that. the offbeat tension is about to implode that room to another dimension.

His drumming is unbelievable, like a 21st century Buddy Rich. Haven't seen anyone like him. Not just his speed, but the way he uses it. Also in demand around LA as a sideman in jazz clubs, Sam First, Blue Whale, etc. First rate musician.
Things i wish i had: Lewis' limb control and dexterity. Lewis' cool shoes and trousers. A pink hat. Drum space. What a right foot.....stands out in an outstanding piece!

He perfectly masked the 4/4 with syncopated main beats along with some difficult drum techniques like implied metric modulation (on 1:06-1:23 part which is just my favorite moment of the song😁) and such, thus giving that illusion of ever-changing tempo and time signatures. Also previously I wasn't mean to directly answer yours or trying to correct the op's opinion. I was just wanted to share my own thought of the song here :-)
