This is in the hopes that more people go there and/or buy the apples, thus boosting the struggling local economy. What they probably didn't expect is that doing this might end up becoming popular outside Japan too, so might cause the city to draw in people from far further than just the rest of Japan, which may make it more effective than initially thought. I hope it does work out well
