I won a culture game with eleonor over the weekend in under 160 turns on deity. I didn't have a great spawn... but I placed down three other cities with four theatre squares and a couple of entertainment districts around them. The key with eleonor is to be diligent of having friendly neighbors. If you can avoid wars, you're golden. By turn 130 I nearly wiped out three other civs with her Court of Love ability, Bread and Circuses and chained golden ages. Lots of fun.
A bit surprised that Kristina wasn't mentioned? I was able to get 10 Culture/Tourism per turn tiles from the Open Air Museum improvement, plus the Queen's Bibliotheque gives extra great work slots
kristina is absolutely nutty. you don't even need to get to flight to get tourism from OAMs and auto theming is so powerful when it lets you theme stuff that was previously unthemeable.
Surprised to not see Menelik's Ethiopia here. I haven't played in awhile, but I assumed he would at least be mentioned. Maybe he's not that strong, but I always had a lot of fun with his particular playstyle.
have you seen potato's video on babylon and biosphere speed run where you can boost insanely fast to biosphere and renewable energy and then just replace every tile in your empire with solar and wind farms? it looks like a tactic and civ that could compete here in this list
The big thing I think that is often forgotten is how a culture victory actually works. I would like your opinion on the difference between playing a Civ in a "generalist" game, versus playing in a "competing game" (the former being all victories being on the table, the latter making only one victory type is possible, in this case culture). When you have everyone going for culture on the map it changes how you have to play in the end, compared to if you have a bunch of Civs trying to science or dominate their way to victory. In a competing game for Culture, I think Canada is hands down the best civ, because they can partition out Nature Reserves into the Production currency, leaving a lot more Faith to spend on Rockbands.
@@TheSaxyGamer with magnificence Catherine you can rush culture victories with France super fast, but you're vulnerable to attacks a bit more. With Eleanor you have court of love to assist you. The best for me though, with the most well rounded bonuses, is black queen. The thing here is that black queen is more of an all-rounder civ who can go for any win con and have a decent shot at it, since all of her bonuses help them in one way or another. She is less "specialised" culture than civs like Maori though.

She's a lot of fun to play - build theatre squares in border cities and move all your great works into them and just watch enemy cities flip over and over again (especially with the loyalty promotion on Amani). I built a lot of commercial hubs so I could buy great works to put on display as well as buy all the buildings in new cities to get them running as quickly as possible. I had five cities flip in one turn and even got three capitals, so I was leading on domination too!
Hay Saxy Gamer have you ever played with Leugi’s Mexico Mod? I love it and its a grest culture civ also. I would like to see some great civ 6 player like yourself play with it and hear your opinion about it and how you would use it
russia is easily the best science civ, one of the best culture civs and one of the best religious civs . just spam your lavra and with monumentality you get so much settlers. russia is easy the best all around civ. it was suprising to not see russia in your top science civ, if someone doesn't believe me just get monumentality golden age and spam settlers with faith and build in each city lavra and campus, with than work ethic and religous colonization as your beliefs
Thinking to get civ6 base game on sale on psn. Im not a big strategy gamer up to now, idk if worth it to get the platinum version with the rise and fall and gathering storm dlcs.
Note about Peter's strength: I played a game as Peter aiming for a Religious/Science victory. I ended up winning with Culture. Wasn't even really trying for it. Note: Prince difficulty, newer player, no expansions
i have never heard anyone say bull moose teddy is strong never not a single time and everybody is saying peter is the best civ in the game now you say he is worse???

I think if secret societies is on, Kongo would make the top 3 since you can get tons of relics from cultists, and relic slots from obelisks
True, but its actually quitr hard to het faith as kongo, even when you already have a few relica
If you are relying on cultists then you win too slow to be anywhere close to top 3 culture civs
the thing is that relics are not the best culture/turism when it comes to cultural victory

Ever since the buff towards the château, France (with any leader) can be quite insane (better than China imo). Otherwise, great list here.
I've never had great success with France, maybe I'll give them another try though
