Placing a spike block or sideways pipe at the top of the screen will reveal the off screen blocks as soon as you play the level due to the 3D effect. They're grey in that style.
@@DJDroz-tz4qc, it's actually because these blue blocks go up forever, but you can only see the bottom row due to the game limitation (you can't do more than using the earthquake sound effect to shake the screen and reveal the blocks). If we use hacks, we can see that these blocks go up forever, that's why Mario can't jump over them.

One thing that no one seems to mention is that these blocks have infinite collision upwards which is why you can't jump over blocks
