whenever you see fuel coming out of the hole in the center of the fuel pump, does that mean you need a new fuel pump ?

I am replacing mine right now and I have fuel from the fuel filter but I have no gas in the line to the carburetor so it has to be the fuel pump at least that is what I will be doing first.
