He should be #1 IMO. Owlman and especially Hugo Strange have made a lot of appearances in non-comic media. Poor Arnold has made a small number of appearances in 2 TV shows and a few video games. I'm especially bothered by "Batman: the Brave and the Bold" and "Justice League Action", where more obscure, less deserving characters got to appear but not him... :'(

Watching this got me thinking, so I put together my own list for no reason, in no particular order. 1)Victor Zsasz: The man is a psychotic as they come, yet he never seems to get as much screen time. Maybe because he doesn't really have a "gimmick"? 2)Baby Doll: Crazy, creepy, and dangerous. Bonus points for her being more or less friends with Killer Croc, which makes sense, as they both have major and rare genetic disorders. 3)Deathstroke: While I guess the Teen Titans are more known for slapping him around, I think it'd be cool if he and Batman got into a bit more than they do. 4)Solomon Grundy: While I don't really like Batman dealing with supernatural enemies, I make an exception for this guy. The fact that he's always mumbling that rhyme is unnerving as heck too. 5)Onomatopoeia: Batman's fighting ability with Deadshot's accuracy. Nuff said really. Cool that the show Arrow is using a version of him though. 6)Lady Shiva: Completely agree with you on this one. Where the heck is she and why isn't DC using her more??? 7)KGBeast: I do remember a comic series where Robin and Black Cat fought him and they struggled immensely. Ain't called Beast for nothing. 8)Ventriliquist: Arguably the only villain that's even more insane than the Joker. The "puppet" has even tried to KILL HIM. Which is basically an indirect suicide attempt. This guy is bonkers, but super unique. 9)Mad Hatter: Definitely gets his time in the spotlight, but not as much as I think he deserves. And like the Joker, I don't think Arkham is going to cure this guy anytime soon. Like... never. 10)Clock King: A regular 9-5 Joe Shmoe, with ZERO combat training, who's able to dodge all of Batman's attacks just because he knows how long it takes for him TO THROW A PUNCH. Like, wut?? Another super unique villain that just doesn't get the spotlight enough.
Yeah, Black Mask has gotten some pretty good exposure throughout the years. He's in the same echelon as Two Face, Penguin, Riddler, Joker, etc. Only thing is he doesnt pop up on Batman's radar too often. Maybe it's because he's pretty good at committing crimes undetected?
Yep, Black Mask has been appearing in Batman video games and cartoons a lot. He was also in Gotham. I like him because he's like a sane Joker. He's a multimillionaire and has his False Face Society. He was at one time Capo Dei Capi of all of Gotham as well.
My favorite underrated Batman villain is Black Mask. He’s the perfect Mob Boss for Gotham’s Super Villain Era, taking the mantle from characters like Maroni and Falcone. His part in the “Under the Red Hood” story arc was his pinnacle storyline, and aside from the art changes in the crossover, it is one of my modern Batman tales.
Kyodai Ken - he managed to perform the "death touch" on batman, but batman had the foresight to have a metal plate in place to foil the plan. So, in hand to hand, Batman was bested
i am so glad you included the Ventriloquist on that list. I've loved the idea of that villain ever since I saw the animated series. He is underused and a force to be reconded with! The man created a giant "Scarface" puppet to terrorize Gotham - Godzilla style. The only one i think you missed was Baby Doll. She was funny and intimidating and just plain crazy as hell! Can't wait for those two to make a comeback
Strange is possibly my favorite villain. His calculating demeanor makes him more threatening, and you always believe that he's earned all of his power.
Victor Zsaz... although I was first acquainted with him in the Arkham Asylum video game, I knew he was definitely one of the more realistic sickos you could find on the streets, rather than super criminals like Ivy, Killer Croc or Joker. He is the reason why I was so frightened and disgusted at Killmonger's pock marks in Black Panther: they are a trophy, a testament to the murder and devastation he has caused. These are all severely underrated villains, so you assembled a great list.
In terms of underratedness I would say Ventriloquist is my number 1. Glad he was high up on your list. I’ve been reading some older stories like Knightfall and War Games, and I am just wondering why he isn’t used at all in today’s comics.
3:35 Zsasz is a pretty interesting villain, but I noticed a detail in the Arkham games. In his bio it states that: "....He has a "Special" place for Batman's Mark." , whenever he kills him (Which is Never). Most of his marks are all 5 mark groups, but the main one is on his head that has 4 marks. I don't think it takes much to figure out where he puts Batman's mark whenever he kills him.

He was originally gonna be in the Season of infamy DLC in Arkham Knight but sadly he was scrapped which is a darn shame. I would of defintly scrapped Mad Matter instead, Prometheus boss fight would of been awesome (Unless you were gonna fight him in a tank)

Magpie, specifically from Beware the Batman. The show did a great job revamping her and gave her new life. The comics and the Lego Batman movie adopted the show's design, but I wish they also used her origin and characterization from there as well.
Professor Hugo Strange is my favourite villain of all time. Period. He's just so unique, realistic, twisted, evil and extremely smart. He's just so cool and badass. Truly underrated and yet he is my favourite villain

I would include Dr. Phosphorus and Man-Bat. You're right about Hugo Strange, though: my first Batman comic was an annual titled "The Triumph of Hugo Strange", in which he strips Batman of his house and fortune by terrorizing his stockholders. This leads not only to Jason Todd (who was still Bruce's ward at the time) being taken into custody by CPS, but also to Alfred having a near-fatal heart attack when the presumed-dead Strange shows up at the mansion! In the end, though, Batman does manage to defeat him and get everything back--though the mansion's going to need some work...
I think Calendar Man (aka Julian Day) is pretty underrated. His appearance in Batman: Arkham City has made him a lot creepier. He’s basically made it impossible for Gotham’s citizens to celebrate their favorite holidays as much as they want because there’s always a possibility that Calendar Man could show up and ruin it.
Not saying he deserves a spot on this list but I have personally always liked Wrath (or The Wrath), basically Batman's polar opposite in terms of origin.

In my humble opinion, Phantasm is also severely underrated. One of my favorite villains, and she's only appeared a handful of times.

7)KGBeast: I do remember a comic series where Robin and Black Cat fought him and they struggled immensely. Ain't called Beast for nothing.
8)Ventriliquist: Arguably the only villain that's even more insane than the Joker. The "puppet" has even tried to KILL HIM. Which is basically an indirect suicide attempt. This guy is bonkers, but super unique.
9)Mad Hatter: Definitely gets his time in the spotlight, but not as much as I think he deserves. And like the Joker, I don't think Arkham is going to cure this guy anytime soon. Like... never.
10)Clock King: A regular 9-5 Joe Shmoe, with ZERO combat training, who's able to dodge all of Batman's attacks just because he knows how long it takes for him TO THROW A PUNCH. Like, wut?? Another super unique villain that just doesn't get the spotlight enough.
Prometheus should be here. Yes he is more of a DC Universe villain, but he was originally a Batman villain. Also Firefly.

Black Mask isn't underrated
Yeah, Black Mask has gotten some pretty good exposure throughout the years. He's in the same echelon as Two Face, Penguin, Riddler, Joker, etc. Only thing is he doesnt pop up on Batman's radar too often. Maybe it's because he's pretty good at committing crimes undetected?
Yep, Black Mask has been appearing in Batman video games and cartoons a lot. He was also in Gotham. I like him because he's like a sane Joker. He's a multimillionaire and has his False Face Society. He was at one time Capo Dei Capi of all of Gotham as well.
My favorite underrated Batman villain is Black Mask. He’s the perfect Mob Boss for Gotham’s Super Villain Era, taking the mantle from characters like Maroni and Falcone. His part in the “Under the Red Hood” story arc was his pinnacle storyline, and aside from the art changes in the crossover, it is one of my modern Batman tales.
I personally find Black Mask to be underrated.
The pyg is my absolute favorite villain. His appearance in Gotham was the best part of the show.
Killer Moth and Firefly
Kyodai Ken - he managed to perform the "death touch" on batman, but batman had the foresight to have a metal plate in place to foil the plan. So, in hand to hand, Batman was bested

i am so glad you included the Ventriloquist on that list. I've loved the idea of that villain ever since I saw the animated series. He is underused and a force to be reconded with! The man created a giant "Scarface" puppet to terrorize Gotham - Godzilla style. The only one i think you missed was Baby Doll. She was funny and intimidating and just plain crazy as hell! Can't wait for those two to make a comeback
Strange is possibly my favorite villain. His calculating demeanor makes him more threatening, and you always believe that he's earned all of his power.
Victor Zsaz... although I was first acquainted with him in the Arkham Asylum video game, I knew he was definitely one of the more realistic sickos you could find on the streets, rather than super criminals like Ivy, Killer Croc or Joker. He is the reason why I was so frightened and disgusted at Killmonger's pock marks in Black Panther: they are a trophy, a testament to the murder and devastation he has caused.

In terms of underratedness I would say Ventriloquist is my number 1. Glad he was high up on your list. I’ve been reading some older stories like Knightfall and War Games, and I am just wondering why he isn’t used at all in today’s comics.

3:35 Zsasz is a pretty interesting villain, but I noticed a detail in the Arkham games. In his bio it states that: "....He has a "Special" place for Batman's Mark." , whenever he kills him (Which is Never). Most of his marks are all 5 mark groups, but the main one is on his head that has 4 marks. I don't think it takes much to figure out where he puts Batman's mark whenever he kills him.

He was originally gonna be in the Season of infamy DLC in Arkham Knight but sadly he was scrapped which is a darn shame. I would of defintly scrapped Mad Matter instead, Prometheus boss fight would of been awesome (Unless you were gonna fight him in a tank)

Magpie, specifically from Beware the Batman. The show did a great job revamping her and gave her new life. The comics and the Lego Batman movie adopted the show's design, but I wish they also used her origin and characterization from there as well.

Yeah, even though he's a high B-lister, he's always underutilized. Even in The Animated Series, there's only one episode that takes him pretty seriously: Sideshow.
Not really he's had a prominent role in Batman media sense the animated series. He's just a crazy half animal serial killer so he can't be a main villain but he's still well known

I totally understand your choice for #1, I had no idea Strange was around for that long!! Figured you might choose the Man-bat. That was pretty cool seeing the Man-bat ever so briefly in Batman v Superman, but I think it is time that villain should get the silver-screen treatment.

Black Mask,Riddler,Penguin,Azrael,Eduardo Flamingo,Clayface,Mad Hatter.These are all also some underrated villains,maybe with the exception of Riddler and Penguin,but still even if a lot of work is done with them 2 no one recognizes them.

You're right about Hugo Strange, though: my first Batman comic was an annual titled "The Triumph of Hugo Strange", in which he strips Batman of his house and fortune by terrorizing his stockholders. This leads not only to Jason Todd (who was still Bruce's ward at the time) being taken into custody by CPS, but also to Alfred having a near-fatal heart attack when the presumed-dead Strange shows up at the mansion! In the end, though, Batman does manage to defeat him and get everything back--though the mansion's going to need some work...

I think Calendar Man (aka Julian Day) is pretty underrated. His appearance in Batman: Arkham City has made him a lot creepier. He’s basically made it impossible for Gotham’s citizens to celebrate their favorite holidays as much as they want because there’s always a possibility that Calendar Man could show up and ruin it.
Not saying he deserves a spot on this list but I have personally always liked Wrath (or The Wrath), basically Batman's polar opposite in terms of origin.
