I've have said this many times before an anti-hero is a villain. They are not evil they aren't monsters, but but they are not good people. Whether it's a thief with a moral code like Catwoman, a vigilanty that will go to far like Huntress, or a patriot who will do what it takes to win like Amanda Waller.
Great point! She is not evil but she is a master thief. I would say her character development is similar to the Alfred Hitchcock move To Catch A Thief where a master jewel thief/Cat burgeler played by Cary Grant has reformed and is now a hero.
I was channel surfing today and stumbled upon an episode of the 1960's Batman TV show. The villain, Colonel Gumm began his monolog but was stopped by Reprint, his henchman. Reprint said that they shouldn't give away the details of their plan. Reprint is the greatest henchman ever.
Here's my list. 10 Penguin-A bird of prey that knows how to make things difficult for his predators. 9 Killer Croc-Not exactly an A tier rouge but I think he was the potential to be better. 8 Poison Ivy-Hands down one of the toughest Batman villains and one of the sexiest. 7 Clayface-A villain that can turn into just about anything how can that not be great. 6 Mr.Freeze-All he did was for his wife so you can't help feeling sorry for him despite his cold hearted actions. (Pun intended of course) 5 Bane-Strong & smart so he can attack Batman physically & mentally a dangerous combo. 4 Scarecrow-Basically the Freddy Kruger of DC. 3 Two-Face-A former friend turned enemy also did you know he was inspired by Dr.Jekyll & Mr.Hyde. 2 Riddler-Smart psychotic and an ego the size of Gotham he is and always will he one of the best. 1 Joker-Big shock not just the best Batman villains but possibly the greatest villain period.
Scarecrow is my favorite Batman villain, or villain in general. Hes the true opposite of Batman: a man that stands as an icon of hope, justice and overcoming your fears. Scarecrow of course is that fear. He's a testament to mind consuming matter and uses that excellently. I dont think ive seen a bad portrayel of him, both as a character and in art. He looks terrifying and it really hits home that his character is someone born of terror

Red Hood (when a villain... duh)- I like what he stands for, which is batmans greatest failure. Some villains can be arguably created by batman, but Jason Todd is LITERALLY created through batman. Paralyzed Barbara, killed Jason, and in the DCAU he kidnapped Tim and transformed him into a kid joker. Just pure evil 3. Scarecrow- he's usually overlooked to be honest. He represents batmans tactics of fear, and with the joker it can be argued he has a few screws loose, but it's implied that scarecrow isn't insane, just pure evil. He's smart, calculating, and badass 2. Bane- when he's not being portrayed as a big bumbling idiot, he poses a serious threat. He is a genius, figured out batmans identity, is a serious physical threat, and broke the bat. Love it 1. Me Freeze- I would recommend to everyone to watch the episode of the animated series Heart of Ice. It portrays freeze as a kind of wise and seasoned guy at the end of the rope and just wants to cure his wife, even if it means he'll go to extreme lengths. Even though he's on top tens, he needs to be higher on lists. Plus his boss fight in arkham city is one of the best in any game ever. Just saying. So there you have it
Because hush was only in one good story arc, any stories about the character after the self titled arc is kinda garbage, the only thing that made hush popular again was the arkham city game

Harley quinn isn't a good villain, she just gets stomped all the time with Joker. Black Mask is just a boring mob boss, Carmine Falcone is better in that respect. And Deathstroke is a teen titans villain not Batman's

Poison Ivy and Harley Quinn definitely both deserve their place somewhere in the top ten. Harley's origin story is quite awesome in her line of comics (pre-new 52), and her character has a lot of depth. Poison Ivy's character also has a lot of depth upon reading the comics, and her concept as a guardian of plant life while still holding onto some humanity (that she often denies) makes her a very interesting character.

Seriously? Catwoman (my favourite female character, but not a villain) and Clayface? Scarecrow is a top 5 Batman villain surely. Not only is he one of the best villains for Batman in the comics, his portrayals in other media are excellent, e.g. Cillian Murphy in Batman begins. If you ever did an updated list, he should definitely be on it especially following Batman Arkham Knight. Not joking, John Noble's portrayal of scarecrow is one my favourite voice portrayals ever. Up there with Mark Hamill's Joker for me. P.S. If you class him as a Batman villain, Deathstroke should definitely be here as he is one of DCs best characters in my opinion. But if you don't class him specifically as a Batman villain, fair enough.
There was an Anarky issue that was called, Sins of the Father. That was the issue that Anarky found out that The Joker might be his father, but that title definitely fits Bane a lot more

Lei-Keane Lee i see him as just an overall DC villain since he faces off against a bunch of heroes such as Green Arrow, Nightwing, and the Teen Titans to name a few. Arkham Origins for sure convinced a lot of people that deathstroke is a batman villain.
Yea, he originally was wasn't he? But then when they started making him Nightwing's villian when he was in teen titans, he kinda became part of his rogue's gallery. But he's also an overall villian, mainly because he's just a mercenary.

4. The Joker- honestly not number one because I find others more interesting. I know he is the quintessential villain of batman, as he has just been a pain. Paralyzed Barbara, killed Jason, and in the DCAU he kidnapped Tim and transformed him into a kid joker. Just pure evil
3. Scarecrow- he's usually overlooked to be honest. He represents batmans tactics of fear, and with the joker it can be argued he has a few screws loose, but it's implied that scarecrow isn't insane, just pure evil. He's smart, calculating, and badass
2. Bane- when he's not being portrayed as a big bumbling idiot, he poses a serious threat. He is a genius, figured out batmans identity, is a serious physical threat, and broke the bat. Love it
1. Me Freeze- I would recommend to everyone to watch the episode of the animated series Heart of Ice. It portrays freeze as a kind of wise and seasoned guy at the end of the rope and just wants to cure his wife, even if it means he'll go to extreme lengths. Even though he's on top tens, he needs to be higher on lists. Plus his boss fight in arkham city is one of the best in any game ever. Just saying.

Poison Ivy and Harley Quinn definitely both deserve their place somewhere in the top ten. Harley's origin story is quite awesome in her line of comics (pre-new 52), and her character has a lot of depth. Poison Ivy's character also has a lot of depth upon reading the comics, and her concept as a guardian of plant life while still holding onto some humanity (that she often denies) makes her a very interesting character.

Calendar Man is a very complex character who has layers of insanity and genius. If you don’t believe me, read Long Halloween or play Arkham City.

Seriously? Catwoman (my favourite female character, but not a villain) and Clayface? Scarecrow is a top 5 Batman villain surely. Not only is he one of the best villains for Batman in the comics, his portrayals in other media are excellent, e.g. Cillian Murphy in Batman begins. If you ever did an updated list, he should definitely be on it especially following Batman Arkham Knight. Not joking, John Noble's portrayal of scarecrow is one my favourite voice portrayals ever. Up there with Mark Hamill's Joker for me.
P.S. If you class him as a Batman villain, Deathstroke should definitely be here as he is one of DCs best characters in my opinion. But if you don't class him specifically as a Batman villain, fair enough.

Lei-Keane Lee i see him as just an overall DC villain since he faces off against a bunch of heroes such as Green Arrow, Nightwing, and the Teen Titans to name a few. Arkham Origins for sure convinced a lot of people that deathstroke is a batman villain.
Yea, he originally was wasn't he? But then when they started making him Nightwing's villian when he was in teen titans, he kinda became part of his rogue's gallery. But he's also an overall villian, mainly because he's just a mercenary.

I haven't seen a Batman villain's list that the Joker was not #1.
I don't think its possible to do that, so don't fight it. You can reshuffle the other villains, but Joker to Batman is Lex Luthor to Superman, or Magneto to Xavier, it just flows together.
Joker may not even be in my top 10 Batman villians. I like Joker but being arch nemesis doesn't automaitcally make you the best villian.
