Even an avengers villain.
hell I'd settle for him not being portrayed as a dumb bruiser all the time. People tend to forget that in his defining story arcs the guy was a lot smarter than he let on. Which is two things you don't see very often, a smart super strong character, and an intelligent character that isn't constantly miss quoting classic literature, and cramming as many syllables as possible into every sentence.
I can answer why Riddler isn’t in more comics. I believe it’s because you have to be almost a genius yourself to come up with his plots, along with all the riddles and puzzles that go along with it. From a simple writing perspective, it would be VERY challenging.
How about Black Manta? I mean, Geoff Johns did some wonders for the character by giving him the best backstory he's had so far and setting up something of a Shakespearean relationship with Aquaman. Recently, Dan Abnett expanded the character to finally be on par with DC's other A list villains by bringing this whole blood feud vengeance thing with killing Aquaman to its logical conclusion. But, instead of burying the character, he took the opportunity to have Black Manta have aspirations that went beyond Aquaman and it's been amazing since!
The Shocker is a highly underrated character, mostly due to always be seen losing amd never given any depth. Fanfics such as the Shocker: Legit and Polarity fix that.
For real though. A PhD in physics and control over the strongest force on Earth? When you start to imagine the scientific implications to his powers things get pretty scary. Like, global mass extinction scary.
The Blob aka Fred Dukes from X-men is pretty underrated in my opinion and needs more love. Guy was in the 2nd ever X-men comics and handled his own. Since then, he was hit or miss. Movies portrayed him like a goof. He has super strength, High physical resistance, personal gravity control and agile for a big guy. Taken more seriously, he could be a threat (too bad he was stripped of his powers but now has them back a bit). Marvel's Scorpion also needs more love.
Graviton is a frickin powerhouse super villain! He is so underutilized, underappreciated,and underrated. I hope he makes the list atleast. Seriously though he can control gravity and not just generally.. he can focus it on one thing. Like he could make you weightless and you just float away or he could make you weigh as much as mountain and you just crush yourself and the area around you. So many things he can do
I think part of the reason some of these haven't been used more is precisely because they are so powerful. How much of a story arc could you really write about Eclipso if he is supposed to be the biggest baddie in DC. Same with the Beyonder. You can only write so many stories where the heros win against something that they really shouldn't before people lose interest. Look at some of the most popular and longest running villans in the various rogues galleries. They are characters whom the heros can have a good contest with, but still also have a good chance at a legitimate win.

The list is underrated villains, not unrecognized villains. Sadly, both the Riddler and Black Adam are underrated as they usually aren't used to their fullest potential in the comics that they are in. Most writers seem to only use Black Adam when they need a muscle-bound villain to fight someone like Superman, but he's more than muscle. He's a genius and a master strategist due to his magic abilities. The Riddler is usually just used to make corny riddles and not really all that inspired nor brilliant.
I loved Mongul's story of when he put Superman under the spell of the Black Mercy plant. When he escaped it, thanks to Batman and Wonder Woman, The Man of Steel went apeshit on Mongul and almost killed him. It was one of the few times Superman lost his self control and it was rather impressive.

Killer Croc, who I think falls in line for this list for the same reasons as The Riddler. He has had more attention recently, like with the Arkham Games and also Suicide Squad, but would love to see him appear more.

YES ! The fact that Eclipso is number proves that Variant Comics knows their stuff. Eclipso is so Slept on we need him in a movie, or an animated series. Eclipso is by far one of my favorite DC Villains of all time.
Hobgoblin, Hydro-Man, Jackal, Scorpion, Mysterio, Kraven, Chameleon, Morbius, Silvermane, Tombstone, Hammerhead, Beetle, the Enforcers... Pretty much every Spider-Man villain who is liked by comic fans, but don't have a big role in the movies

Nekron... The Black Lantern event was interesting and all, but I just can't get over the fact that Nekron is basically just the ruler of the afterlife's waiting room. Not death, not the afterlife itself; just... the waiting room. It just feels a bit... lacking, somehow, for such a high-level threat. How does he even keep his job, anyway? I mean, he's not some piddly regional god (like the Olympians and such) who's allowed to mess around; he's in the upper echelons. Heck, he's not too far down the ladder from Death, herself! Shouldn't he have have been replaced or "re-instructed" by one of his bosses? Someone in his position of Authority is supposed to be fairly impartial, isn't he?

Underrated DC villains: Atrocitus, Larfleeze, Dr Death, Bizarro, Hunter Zolomon, Anton Arcane, The Red Hood Gang, Talia Al Ghūl, Clayface, Carmine Falcone, Willian Cobb, The Anti-Monitor, Man-Bat, Hush, Killer Moth and Desaad.
When properly done, The Riddler is an excellent villain. One of the best features of "Batman - The Animated Series" is that they made him an intelligent and crafty villain who is able to hold his own against Batman in a game of wits.
Most underrated supervillain in my opinion: Arcade. He regularly gets the best of any hero or even a group of them, pretty much can kill them. Does he do that? No, he is a true sadist or at least has some kind of god complex. He toys with them like a house cat with a mouse (really cute for us humans, horrible for the mouse). He makes them play deadly games of survival for his amusement. I posted a similar comment on a similar video, I want more of Arcade... he is a GREAT villain, even though I believe he had and still has no superpowers. I'm surprised you did not give Arcade an honorable mention. You tend to be spot-on on those if left out of the list.
Professor Moriarty is the perfect analogy of how I've always thought the Riddler should be used, a consulting criminal. Initially all he wants is the money the thrill and the challenge of devising perfect crimes. On top of that he also gets the egotistical feeling of superiority in that he knows his criminal clients could not plan or pull off the types of heists they're able to thanks to his mind. Eventually he loses "the war" to Batman after allowing the game to get personal once Bats is able to win a few "battles." You could even make the Riddler hail from another city and get called in to Gotham for a job, not expecting much from the Batman IF he's even heard the stories about of him at the start.

The Riddler and Black Adam are still very recognizable outside of the comics they DO NOT deserve a spot on this Top 10 video
The list is underrated villains, not unrecognized villains. Sadly, both the Riddler and Black Adam are underrated as they usually aren't used to their fullest potential in the comics that they are in. Most writers seem to only use Black Adam when they need a muscle-bound villain to fight someone like Superman, but he's more than muscle. He's a genius and a master strategist due to his magic abilities. The Riddler is usually just used to make corny riddles and not really all that inspired nor brilliant.
Riddler is known by some who don't follow comics, but black Adam? No way if your not into comics will you know who that is.
I think they mean underrated in their powers an capabilities. Even so I do agree with Riddler. Personally I think he is one of the most overrated.

I loved Mongul's story of when he put Superman under the spell of the Black Mercy plant. When he escaped it, thanks to Batman and Wonder Woman, The Man of Steel went apeshit on Mongul and almost killed him. It was one of the few times Superman lost his self control and it was rather impressive.
The silver surfer deserves his own movie, for sure.

Killer Croc, who I think falls in line for this list for the same reasons as The Riddler. He has had more attention recently, like with the Arkham Games and also Suicide Squad, but would love to see him appear more.

YES ! The fact that Eclipso is number proves that Variant Comics knows their stuff. Eclipso is so Slept on we need him in a movie, or an animated series. Eclipso is by far one of my favorite DC Villains of all time.

Nekron... The Black Lantern event was interesting and all, but I just can't get over the fact that Nekron is basically just the ruler of the afterlife's waiting room. Not death, not the afterlife itself; just... the waiting room.
It just feels a bit... lacking, somehow, for such a high-level threat.
How does he even keep his job, anyway? I mean, he's not some piddly regional god (like the Olympians and such) who's allowed to mess around; he's in the upper echelons. Heck, he's not too far down the ladder from Death, herself! Shouldn't he have have been replaced or "re-instructed" by one of his bosses? Someone in his position of Authority is supposed to be fairly impartial, isn't he?

When properly done, The Riddler is an excellent villain. One of the best features of "Batman - The Animated Series" is that they made him an intelligent and crafty villain who is able to hold his own against Batman in a game of wits.

Most underrated supervillain in my opinion: Arcade. He regularly gets the best of any hero or even a group of them, pretty much can kill them. Does he do that? No, he is a true sadist or at least has some kind of god complex. He toys with them like a house cat with a mouse (really cute for us humans, horrible for the mouse). He makes them play deadly games of survival for his amusement. I posted a similar comment on a similar video, I want more of Arcade... he is a GREAT villain, even though I believe he had and still has no superpowers. I'm surprised you did not give Arcade an honorable mention. You tend to be spot-on on those if left out of the list.

Professor Moriarty is the perfect analogy of how I've always thought the Riddler should be used, a consulting criminal. Initially all he wants is the money the thrill and the challenge of devising perfect crimes. On top of that he also gets the egotistical feeling of superiority in that he knows his criminal clients could not plan or pull off the types of heists they're able to thanks to his mind. Eventually he loses "the war" to Batman after allowing the game to get personal once Bats is able to win a few "battles." You could even make the Riddler hail from another city and get called in to Gotham for a job, not expecting much from the Batman IF he's even heard the stories about of him at the start.
