Its been like this for decades.
I think Abbot is just fed up with the Fed and decided to take the issue personally after multiple attempts to go through the proper channels.
They've already been proactive on their end. Including the barbed wire buoys deployed in the Rio Grande that garnered ire from the Do Nothing Government. Texas also requested US Military support and Trump was happy to oblige during the late 2010's.
Especially when considering the last 3 years has seen a gradual decline in any semblance of Border Security.
Everything is going to be excused as "election year". But Abbot isn't thinking about elections. You can't have elections if the entire system is completely unsecure. Especially with the amount of migrants pouring in illegally, by design from the Fed, mind you.
So its not like Abbot has suddenly decided to grow a pair. He's been actively combating the immigration issue while also trying to debate with the Fed about the direness of the situation. This is now just Abbot deciding "Fuck the Government" and taking matters into his own hands, since the last 3 years has seen the Government actively intervene against anti-immigration policy and action, whilst simultaneously doing nothing about immigration and the illegal migrant crisis that they were allowing to rapidly develop.
