It depends on each particular person with BPD and what their individual core negative beliefs are. People with BPD are hypersensitive to other peoples facial expressions and body language. Neutral facial expressions are often interpreted as negative or as though the person is angry or upset with us. As such, we can quickly jump to "That person hates me." When triggered, we can often think "no body likes me." But, in my experience, people with BPD tend to make a fair amount of effort to get people to like them straight away. If we are continually around people who we believe don't like us, we will avoid them because it's too painful.
I only know one person with BPD, but her framework was closer to a blind fear that secretly nobody likes her. She's aware she feels that way and logically she's aware it isn't rational, but she has said when her disorder is acting up there is only the abject fear.
I have avoidant personality disorder. Still, I think that there is an underlying reason for this. It all relates te trauma. Also I have autistic traits. I am not diagnosed but my brother, sister are. Also , my father has a lot of traits. So there is a high chance I have it. Even if I dont have it, I grew up with antisociale people and I learned to avoid things ...

I'd say people don't like me is my baseline, this person hates me is when being ghosted or when the person in question is in a bad mood.
