In my state there really is no restriction on how loud exhaust can be, in fact the police officer who lives in the subdivision behind me had a mustang so loud you could hear it take off on the main road a two minute drive away. It was annoying, but legally nothing could be done. Now if he were making videos of himself going 100 down this road, or others driving his car 100 down this road. Not only would he get a ticket but also jail time for reckless endangerment, also most likely his car would be seized and sent off to auction.
