It's protection for the defending player if they are already stuck in block stun and can't do anything about drive impact. So in Phil's case here. Lily's 2HP (crouching heavy punch) had enough blockstun to "combo" into drive impact, thus the Ryu was protected because he literally could do nothing about the DI after blocking the 2HP.
Funny thing is this is not the first time he's done this so he knows this can happen but he doesn't care so he's just gonna do what he wants consequences be damned.
