This a mistake and miscommunication and misconception. On one hand, USS Vincennes was in a war zone with threats around. On the other hand, Iranian flight 655 moved into a war zone, an active one. On the part of the USS Vincennes should've gotten confirmation whether friend or foe. On the part of the Iranian flight, they should've been aware of the flight plans and route that could have them going through the same place as where the USS Vincennes is operating.

I feel sorry for that plane being misidentified and got destroyed by USS Vincennes. Due to miscommunication and technical error.

why would the crew of the USS Vincennes have shot down an Iranian passenger jet during the battle

They could identify themselves but didn't everyone knew it would be shot down Iran attacked oil ships

He never made a mistake, the pilot made the mistake and that is why the airplane got shot down.
