The 100m rule only applies to active warships and is intended for other boats to keep their distance. Some warships in the dockyard are active if they are getting ready to go out but this one looks very much inactive and under repair.
@ubiquitousubiquitous3843 you have obviously never been on a yacht close to active warships then :) they will radio you if you get too close and advise the 100M rule. same goes for active warships afloat alongside in a dockyard.

The frigate looks TINY until you realise how many cars get onto one of those ferries. In reality these chaps aren't police, they're security. They're keeping things low key as they failed in their job to keep the port safe by allowing you unchallenged entry. He can only be removed using the minimal necessary force, meaning so long as he gets in his car and drives off or start walking towards the gate when asked, he cannot be physically taken into custody and removed.
