Honestly, the only thing I've come across is a spray paint type thing and I don't think that would hold up to the necessary washings for a diaper cover. You'd be better off finding vinyl that's not clear if you want to go that route.
Yes. I usually put gussets in when I sew with fold over elastic on PUL. The video I'm going to put out next week will cover how to sew gussets with FOE.
Oh my god, they are SO noisy! Finding an easy to source pvc/vinyl fabric has been the bane of my life. Honestly, the best bet is using a 100% PEVA shower curtain that's a higher quality and not so plasticky and noisy. Other places to get vinyl that people have told me is reusing vinyl from bed and mattress pads.
If it doesn't have to be transparent plastic you can also use pu coated polyester rainwear fabric. Depending on your likening you might use it with either the fabric inside or the plastic. I prefer the fabric inside because of the added wearing comfort.

Why didn’t you show us the process of sewing on the elastic? That’s half the battle. I feel like this video is a waste of time.
