What kind of scale do these guys use? Those are not normal fret patterns.

Quartertones... looks similar to the fret pattern of a saz where you don't have 24 quartertones but a subset, So its a regular 12 tone fretboard but has an additional 7 quartertone frets. Common in Arabic, Eastern Europe and North Africa. Although those cultures dont just use strict quartertones and the melodic tunings and interval vary a great deal from region to region.
