Trying to find the answer on what to do with days off - ELD software we are using said you don't have to certified days off, but another software says you do. So what is it certified all days or just days worked?

With all the eld mandate for safety and hos compliance cause they say trucks are unsafe. Can someone explain why 8 out of 10 accidents on the road are caused by cars but yet trucks are being scrutinized
