Leave it to Data to encounter Borg ships on two separate occasions, remember the first one's dimensions, recognize that the second one has the exact same dimensions AND STILL decide that the possibility of the two ships being the same is "uncertain". Without someone with unprejudiced, completely logical thinking like that, I don't know how other starships survive out there.
It's unclear what he means by the ships having the "exact" same dimensions means: even the same ship could have different measurable dimensions at the extreme due to structural forces and drones moving around inside, but it's also reasonable that manufacturing tolerances in the age of replicators are essentially indistinguishable.. but then why comment on them? Very strange.
I think the implication in pointing it out is that the Borg potentially used more advanced manufacturing techniques than the Federation, and more advanced shielding. So, it looking exactly the same from the outside didn't necessarily mean it was the same ship
