Because they don't want to paint a negative image of a trans-person. If it were a straight, white guy, the manifesto would have been published the day after the shootings.

Why shouldn't they be leaked? If thy aren't this allows biased talking heads to put their own spin on what happened and that makes it much worse.
Usually most manifestos are made public before the bodies are even cold. There was an obvious reason they were PURPOSELY hiding this.
Probably the same reason they are hiding the video.
The showed the bodycam footage already, but they tried to hide the manifesto because it does not meet their preferred narrative.
