      In order to follow up on a report of child neglect or abuse, you need a trained social worker to assess the home environment. There's a shortage of such workers. This is partly because it's an extremely stressful job with a high burnout rate, and partly because most states (including Utah) pay them crap. So many of these workers are severely overworked.
      Mind you, until an investigation is done we won't know if this is the reason nothing was done. In fact, we don't know if DCFS didn't try to intervene, but the stepmother and father refused to allow them in and they couldn't get a judge to give them a warrant. Or if the Petersons had enough political influence to shut down any investigation.

Utah is wealthy enough, if it can afford to host the Olympics...again.....to pay more social workers to investigate child abuse before that abuse, as with Gavin, becomes death.

    what is the point of DCFS if they don't do anything and children still end up dead? they could have prevented it... isn't that what they are there for? what are they doing cause they obviously are not doing their jobs.

      dfcs is VERY evil,I was in the system with dfcs/cps,and they abuse,molest,drug and kill kids!! I was lucky to get out but I am forever psychologically scared from it!!!

      You don't know that they did nothing. I once reported child abandonment to Utah. It was the kids that answered the door and lied for their missing parents on two occasions that resulted in lack of action. It takes a lot to build a case and there are hoops to jump through. It's not as simple as it being reported.

    There is so much child abuse that just gets swept under the rug in UT. I'm glad others are able to see what needs to be changed and are trying to change them. Poor little boy just breaks my heart.

      veramae4098 what do you mean? Can you share?? My mother in law used to work in now closed development centers (for mentally disabled ppl). She also rode the bus with delayed or "problem" kids. Both jobs spanning 50 years she said rape occurred in facilities regularly. Don't ask don't tell is ROUTINE. Children bussed to alternative schools are not safe. Disadvantaged or handicapped people are always in terrible hands she told me😩

    No state gives a poop! Illinois removed my younger brother from the home, but left all of us in the home. We were beaten mercilessly! I was stabbed 2 times, burned, choked, thrown across the room, knocked unconscious, broken ankle. The school sent a note home saying they think there is abuse going on. Guess what happened? I had the holy stink beat out of me for “lying about getting abused.” Neighbors never called anyone either. I know they heard our screams. My mother kicked me out into the hallway NAKED. My neighbor walked right by me and did nothing.

      I am so sorry for the horrific abuse that you and your siblings endured at the hands of an evil person who's God given job was to protect you. My siblings on both sides of my birth parents endured physical, mental and s*xual abuse. One sister and I was adopted out. Personally I dodged a bullet, yet was abused by my mother mentally and physically. I turned to drug unfortunately to numb the pain, completely obvious to the fact that the drugs made it even worse. But truthfully for a couple of years when I was a teenager, I really think pot saved my life if I am honest. I am not in any way encouraging drug use but it is the truth. Thank you for having the courage to speak out. We as a society must speak out against abuse to our lawmakers and demand stronger punishment for all abusers. Especially those who prey on children or the elderly, disabled, or otherwise vulnerable. I hope that things are going much better for you and your siblings. God bless you and yours. You have an inner strength that no earthly person can take away from you.

      Narcissistic abuse is RAMPANT in this country & it's shaping our society.
      God Bless you, your trauma has shaped how you see the world and STILL you have chosen to speak out.
      Narcissism is responsible (nearly single-handedly) for the huge increase in domestic violence, children committing suicide & the deterioration of Community.
      Good, decent people with a commitment to helping others are targeted for their strength, and this is what we're seeing with the death of this young child: the people who were told not to help him will carry in their hearts forever the pain of following orders that led to the death of an innocent child.

      I'm not sure what the mothers story is, but she was on the news about trying to get custody of him and they postponed the case over covid. She did get custody of the two older siblings, but the father wouldn't give up the youngest which was apparently his and the stepmothers intention.

    The 2 employees that helped Gavin are very special ladies. What gets me is these ladies reported to the proper authorities and several times. This should have never happened to this precious boy. What has our country become.

    This is such a terrible story. When the school tries to step in and help its so important we team together with them and are grateful for how much they do for our kids. Thank you to the teachers and staff who tried to help this family. This is such an unnecessary and tragic outcome.

    This is very similar to the Gabriel Fernandez case in California. 😢 When a child is missing a lot of school days and there are already reports/speculations, then that child needs to be followed up on. Not just take the parent’s word at the door or a phone call that the child is fine. They usually aren’t.

    Those people that don't want the school faculty that reported this way before the child was killed ......need to be named and physical addresses given to the public......the child care and police that were involved in investigation need to also be addressed and put them in the public eye ......obviously many folks are credited with dropping the ball ....

      I attended a Paraguayan school from 1st grade to the first half of 4th grade, loved school. MY CLASSMATES LOVED ME. Its google review section is full of alumni saying IT’S THE BEST SCHOOL IN THE WORLD.
      Then I moved to my parents’s country Taiwan and entered a public school. Things were very different from that Paraguayan school but I still liked school and THE CLASSMATES WERE CLEARLY RAISED RIGHT.
      Then I transferred to another public school because we moved to another district. I still loved school and was happy. I GIVE CREDIT TO THE SCHOOL.
      After graduating from elementary school, I began 7th grade at a public Junior High School. I AM GRATEFUL FOR THIS SCHOOL. It’s the only school that truly disciplined me and discipline is love, catering is not.
      But the moment I got to ANS ALL HELL BROKE LOOSE. I have never experienced so much hostility, racism, xenophobia, PREJUDICE in my life.
      There were a lot of VANDALISM against my belongings but ANS FALSELY ACCUSED ME OF LYING when I told them what was going on.
      Secondary Principal Fat Ass-meh 🐖 and counselors Rachel Smith-Vaughn 🐕 , Michele Richardson 🐩 , Conchita 🦮 are Covert Narcissists.
      My father’s boss originally decided to send him to HONDURAS and NOT NICARAGUA. But after learning that American Schools in Honduras didn’t enroll new students, my father pleaded his boss to send him to Nicaragua instead because ANS enrolled everyone.
      I CAN’T BELIEVE WE ACTUALLY CAME TO NICARAGUA FOR THIS PIECE OF SH*T!
      American schools are NOT superior as my unwise parents were brainwashed to falsely believe in.
      🔺Sometimes I would stay inside the school’s girl’s bathroom during classes for the entire hour just so I wouldn’t see nor be seen by those racists. They disgust me more than the school’s bathroom.
      🔺I would pray for Taiwan and Nicaragua to break international relations so that there would no longer be a Taiwanese Embassy in Nicaragua so that we could move to another country because I was informed that there were no other good school options to transfer to in Nicaragua, so my only way out of ANS was Taiwan and Nicaragua breaking foreign affairs cause my father worked at the Taiwanese Embassy in Nicaragua. It never happened before I left Nicaragua.
      🔺I wanted to die but I didn’t want to die in Nicaragua because it was my racist bullies’s country, so out of spite I lived.
      🔺Finally I quit school. I was more okay with being a high school dropout than seeing those racist bullies’s faces.
      It was my happiest year in Nicaragua because I no longer had to see those people at ANS. 🔺I returned to Taiwan for vacation for about a month or two.
      🔺Then back to Nicaragua I started learning Taekwondo from some local Nicaraguans. We got along VERY well. They were so much nicer than ANS type of Nicaraguans.
      🔺I also taught Mandarin to many normal Nicaraguans at the Taiwanese Embassy. They were LOVELY.
      THEN IT DAWNED ON ME. THERE WAS NOTHING WRONG WITH NICARAGUA AND ITS PEOPLE. THE PROBLEM WAS ANS.
      🔺I tried to transfer back to Taiwan but it was too late at 11th grade.
      🔺I tried the Nicaraguan Christian Academy but I wasn’t religious enough for them.
      🔺I tried a local Nicaraguan school next door but it was also too late.
      🔺I REGRET NOT ATTENDING A LOCAL NICARAGUAN SCHOOL INSTEAD AT 13.
      Taiwan and Nicaragua indeed broke foreign affairs in 2021. I don’t believe in coincidences, so I’m so glad that my persistent prayers finally got answered.
      My Taiwanese friend didn’t go to USA for college because ANS also scapegoated him. Even better, cause I got to meet him again in Taiwan.
      Most ANS students have bad relationships with their parents and the majority are products of poor parenting.
      Local students are dishonest and every other semester there would be some group cheating on exams.
      Underneath its good facade, ANS is a very problematic school.

    The cops can go in for a welfare check. Home visit by a social worker. You can do more than call dcfs. Feed the child no matter what the parents want.

    This is normal ... When a child is being abused, they seem to just sweep it under the rug .... But if a divorced parent makes child abuse allegations against the other parent they are immediately taken very seriously and remove the child ... I hear all the time about a child being put into foster care over confirmed child abuse but if the parent takes a class, they will send them back to that parent ... Why may you ask?? Well, they are all about family unification and will keep sending the children back to the abuser over and over ...

    As a former lunch lady, I can vouch for what a heavy burden being an official reporter can be. Employees are required to report possible abuse and it is difficult to put in writing that you think a child is suffering from it. When you do take that step, despite what the laws claim, you become a target for the parents and the authorities. So it is very unlikely that these claims are made with no basis when school workers make them.

    In Oregon DHS doesn’t take most reports seriously and measure 110 further reduced the ability to investigate abuse. Protecting a kid in Oregon is not a priority in our state. Sadly, kids don’t seem to be a priority in many states,

      Measure 110 has been rolled back in Oregon. Sept 1, 2024 is the date when most drugs are recriminalized.

      @@elizabethbrauer1118 I am aware of the changes in measure 110. I hope it allows DHS child welfare and law enforcement to start trying to protect children again. I also know DHS is tightening itself up some. The last ten years have been horrible for abused kids in Oregon. Everyone has rights but children.

      The problem is, dcfs agencies also become overzealous, and there are documented cases where kids were wrongly taken from their families. I am all for keeping kids safe but there needs to be oversight to the smallest detail, and unfortunately there isn't

      @@C25-150 yes I have been in a few cases with D.C.F.S in Utah County my children were taken from my ex wife because of siblings at risk they called it this happened in 2002 and 2004 and in 2018 my now deceased ex wife and I were in a case with her children we were raising they took her children from the home because she had drug problems and they were concerned about us arguing with each other about it I'm a truck driver and only home for a day and a half a week so she was cheating on me and used drugs and had issues D.C.F.S had no problems removing the children early in the case so why let this child die in the care of these drug addict stupid criminals

      Illegal immigration is so random to bring up. What money is being spent on them? Economically migrants are very crucial to the united states.       @Blacksheep-ba-ba, idk what money that you speak of. However, it is a known fact that undocumented migrants do spend money, thus pay sales taxes, ext. Which is what funds many state programs when they receive nothing back because they are undocumented. Having said that, I completely agree. The state always comes up.with excuses.. Bad excuses. I personally think that officials like that as well as judges and police should not have blanket immunity and should be held accountable for their actions or non actions.

    When will the foster system become a hot topic during an election? CPS needs major reform and funding. The most vulnerable Americans deserve so much better and will one day become adults-you can’t make America Great Again with people scarred from a framework that creates so much suffering. (I acknowledge there are some amazing souls that change foster kids’ lives for the better.)

      Great response. I believe funding is one of the biggest issues. When I worked for our state agency we were told, we don't bring in revenue like the Dept of Driver Services for example. These workers are overburdened with way too many cases and work so hard for so little money. Fund more positions at a liveable wage and more training. It's such an imbalance on where money goes vs where it should. We have to do better!

It's sickening that it is explicitly based on whether the government can profit from providing for its own citizens especially the most vulnerable.... I'm stunned at the idea of revenue even being brought up when it comes to children's safety. As much as people pay in taxes it should just be funded outright.

    Gabriel Fernandez comes to mind. Im a teacher who filed reports that went nowhere with a student and cases like this are terrifying. It is so frustrating and awful to feel like there is nothing you can do. Of course some kids get help but we hear about one of these stories like every few weeks now

    I put the blame on the parents and the DHC for the sad death of this beautiful young man. DHC has failed America's children across our country. They all should be fired from their jobs thst they aren't doing. Way pay them when all their doing is sitting on their hands doing absolutely nothing to protect America's children. This is totally unexceptable and i bet it will continue to happen and we all will be hearing more horrible stories about children being murdered here in America.

      They get $$ from the state for every kid they take away. They ignore the serious cases (too much work) and go after families that are fine.

    As soon as the step mom came demanding no one pay for his lunch and didnt pay money towards the lunch, should have been the day a visit was made. It should have been before that, but she purposely set foot inside the school or called and gave clear evidence she didnt want that child feed. Poor baby, starved to death and god knows what else. May he rest in peace and i hope heaven lets that boy have a spread of everything he was denied on earth.

    As a teacher, I have had to call a few times in my career. It isn't something I/we take lightly. In my head, I wonder if there could be another explanation for what I am seeing. If there is, I wait and see (things like wearing the same clothes for days on end, because maybe someone's car is not working and they can't get to the laundromat, etc) but for ongoing bruising or injuries that are extensive and were not properly taken care of, for ongoing neglect despite reaching out to family, etc it's a call for sure. We pay attention and I question any student with injuries and bruising, or kids that wear the same clothes for days, or are unwashed and dirty every day. I always hope that the student doesn't suffer more abuse as a result of the call. If I have that concern, I say so to the person I am reporting to.

      I called the police after a boy committed suicide. Sheriff said "Well he's already dead, so what's the point?"

    This happens more often than most people think. The problem is that the child protection agency will hide behind privacy laws to avoid any transparency or accountability. They will simply wait for the new cycled to change and then all reports will be buried never to be seen again. Nobody will be reprimanded or even receive a bad review over this incident. The agency will just go on with business as usual.

    I've worked with CPS. My mother goes to support groups for grandparents raising grandkids with abusive parents (my brother's kid). CPS does nothing. The cops do nothing. There are more protections for abusive parents then there are for the child or the grandparents who raise them. Doesn't matter if the parents are felons with multiple domestic abuse, violence and/or heavy drug charges. This is disgusting and needs to change.

    When I was 12, I told my Vice Principal and my therapist about one instance (of many) of abuse from my Step "Dad" and no one ever reported a thing. The incident I told them about was: I was about 15 minutes late coming home from my friends and I'd missed a speck of dry milk on the rim of a plastic cup when I did my chores. As soon as I stepped in the door my stepdad without saying a word picked me up by the front of the shirt and physically threw me over my baby brother's playpen and across the living room. He then mounted me MMA style with my arms pinned and proceeded to punch me in the chest several times. This happened in front of my mom whose excuse was "it was the straw that broke the camel's back". A few months after that my mom put me in the psych ward of a hospital for 30 days because she thought I was "depressed" and she dropped me off with the story that "they had to keep me overnight for a physical for school". I'm 41 now, my stepdad is still in the picture, and I don't talk to my mom or the man that's since abused her anymore.

    I've seen this situation since birth & I'm 72. Our neighbor was drop kicking his 3yr old. We& neighbors approached him & reported all & had photos of this bruised broken baby. They did nothing & father killed son😢😢. They gave father 5 prison yrs???? Back in 70's. Nothing has changed!!!😱😡😭

    How, how was this boy not given help! Yet when I was in upper EL my mum got in trouble for grabbing my wrist and yelling at me to calm down. A cps agent showed up and I was told a concerned parent had called and wanted to me explain what had happened, told them I was upset as my grandfather (dads side) had just passed and we learned that morning and my dad and I were not doing well at all, my mum was holding both of us together and I was completely agitated and angry. I hit my mum very hard in the small of the back when we got to school and that’s when it happened. The cps lady told me she understood and that nothing would happen, then my mom gets the news she can’t continue her job for the next 2 years as she was found unsafe (her job involved kids) and my father was in college at the time, it caused us to go into massive debt that we are still paying off.
    Yet all this evidence to show what this kid is going through and they do nothing to help, nothing at all and shut their lips as they can’t say anything. I find it sickening that I’ve heard so many horror stories of kids being taken away from good parents and kids not being saved from terrible parents.

    The local child protective services office needs to be investigated and people need to lose their jobs. There is no excuse for doing nothing after everyone from the principal to the lunch lady have filed reports about abuse.
