It's not confirmed that Hal was supposed to be a Bully in early versions. He has a quote where he references his jacket: "You still think my jacket's too small?" (Hal_VICTING_v3). It might be possible that Rockstar made Hal's voice actor to record every line again but suited to his new faction (which is what happened to Damon when turned from a preppy into a jock). The pirate version of Vance is a non-clique because normally, scripted spawned peds can't damage Jimmy unless their faction respect is below 100%. If the pirate version of Vance that spawns on the island had a 100% respect towards Jimmy then he wouldn't be able to damage him. Non-clique faction students can damage Jimmy no matter their respect so Vance was turned into one to avoid this issue. It's my only explanation. Anyways good video!
