It public safety so the don't get sick from food "Poisoning" from their stand. They need to follow the City Ordinance guidelines. I personally don't go to Vendors that are not setup. They also need to operate a specific distance from an existing commercial establishment or restaurant. Not impeding foot traffic as well. Plus they need to be inspected by the City or Fire department.

And I remember the initial complaint was due to them fighting each other and leaving a mess around. I knew from the second they posted those signs there was more to it. Now they trying to get them from anything and even have this scared little puppy reporting about it.
Think of it like a food truck. Permits, food handling certs, inspection and business tax must be met to run a food cart.

If that was the case they should banned them completely. But, they are not allowed to vend in the gaslamp quarter, Little Italy and East Village. So, basically the city is allowing them long as it’s in the approved locations.
