The city of Santa Monica created a special task force to fight these illegal vendors who trashed their pier and beaches and endangered public health. The task force consisted of police, code enforcers, health inspectors, and fire dept personnel. They traveled in a small convoy of light offroad utility vehicles to catch every illegal street vendor as well as inspect all legal street vendors. The illegal vendors would leave piles of trash on the ground, were often rude and disrespectful to officers, and were sometimes violent (one physically attacked an officer, and another pulled a knife on a fellow vendor). But after several weeks, the task force had the situation under control.

Ask for Food Handlers card... If they don't have one then they don't know how to properly serve food or store them. Plus if they don't have a proper set up than they are in violation. They need to get a License or Permit to sell on the street from the city. If they don't have Food Handlers , License or Permit from the City they are not allowed. It public safety so the don't get sick from food "Poisoning" from their stand.
They need to follow the City Ordinance guidelines. I personally don't go to Vendors that are not setup. They also need to operate a specific distance from an existing commercial establishment or restaurant. Not impeding foot traffic as well. Plus they need to be inspected by the City or Fire department.

Nah... there's a number of streets where open market flea market of obviously stolen items, nah... the government doesn't do anything even though they know it's happening, where it's happening, so this isn't a matter of "the police can't be everywhere"

Mr. Soto said it all, "the taxpayers are losing". When California has no taxes coming in from the legal food venders and nothing coming in from the illegal ones, they will wake up, hopefully before it is too late. Looking at those carts they are pushing around, I would not buy a thing from one of them. To be that cheap or stupid to buy from one of them, shame on you, just eat home if you are too cheap to support a legal vendor.
