UNPERMITTED STREET VENDORS RUSH PIER! POLICE REGAIN CONTROL

- SECURITY BREACH: Unpermitted street vendors breach security by rushing the secured entrance with more than a dozen food carts charging the Santa Monica Pier on Saturday, October 30, 2021. Santa Monica Police Officers, with Santa Monica Code Enforcement Officers, Santa Monica Firefighters and a jailer were able to push the vendors off the pier and regain control. No citations were issues and no one was arrested.
Allied Universal Private Security Guards guarded all Pier entrances to try and prevent unpermitted street vendors from entering the pier.
The Santa Monica Pier has a worldwide identity. The City wants to preserve our decades old wooden Pier so it can be enjoyed for years to come. Because each unpermitted butane/propane cook-cart is a potential fire hazard for the Pier, the City’s Code Enforcement, the County Health Department, and the City’s Police Department periodically conduct educational and enforcement campaigns to help keep the Pier safe. This safety focus calls to eliminate all unpermitted carts, while addressing improper hot grease and trash disposal, and unsanitary food service conditions on and immediately adjacent to the Pier.
A new emergency ordinance passed on August 24, 2021, which prohibits dumping of commercial trash in public receptacles, disposing of liquid waste in public spaces and in storm drains or on any street, sidewalk, bike path, public parking lot, public park, the beach, the Santa Monica Pier, or any public receptacle citywide, and the use of unpermitted combustible fuels on and around the Santa Monica Pier.
Street vending is restricted on the Santa Monica Pier.
All vendors need a City of Santa Monica business license and vending permit to sell any items in the City, and vendors selling food must also obtain and display a Los Angeles County Department of Public Health permit.
As part of the City’s program, sidewalk vending is restricted in certain congested, high-traffic areas to protect public safety. This includes on and around the Pier, where all vending is prohibited except the City’s existing licensed vendor cart program, and the beach, Third Street Promenade, and Palisades Park, where stationary vending is not permitted.
A new ordinance passed on August 24, 2021, prohibits any person from using any combustible fuel (including propane, butane, any other liquid gas, kerosene, steno, charcoal or wood) on the Pier (including the Pier Bridge) or within 25 feet of the Pier, for any purpose involving the fuel’s combustion including heating, lighting, or cooking without a permit from the Fire Marshal.
Violations of the new ordinance may be handled as infractions, misdemeanors, or through issuance of administrative citations, in addition, combustible fuels used in violation of the new ordinance will be subject to impound by the Fire Marshal.
In case anyone's wondering, a vendor permit only costs $158 for an entire year. The drink carts sell their drinks for $12 each drink, there is no reason for them to not have a permit. It also wouldn't surprise me if they didn't pay taxes on any of the income. If they're not going to bother with a permit, why would they bother to pay taxes.

Permits are a good thing and should be required. It ensures cleanliness standards and protects the consumers. These people shouldn't get any passes just because they check some "oppressed" boxes.
Fun fact most of the meats they sell are snatched out the garbage at markets. Major chains throw away out of date meat.

I know some of the people who still work as a street vendor and they would sneak behind grocery stores and snatch whatever meat and vegetables that were expired and re-use it to sell as you see on the video. It's pretty disgusting. Not only that they don't pay taxes and don't care about being clean.
Yes I heard that a taco stand that operates at the Vons supermarket in Eagle Rock they use the lowest grade cooking oil 1-2-3 and they purchase expired meats from small ranch markets for cheap, they make close to$400k annually

The incident clearly occurred in 2021, when the COVID limitation was lifted and people were allowed to make their way out. Vendors were struggling to support their families, so they had to make a living even though it was illegal.

Permits for this are needed. The pier is prime real estate, and people pay to sell there. The "real truth" this one guy seems to not understand is you can't use the "they're trying to support themselves" when every law abiding vendor is doing the same
I argue with my roommate about this all the time. I say that street vendors are harming our community because a restaurant owner has to pay rent, taxes, payroll, and has a lot of overhead. And can’t compete with someone selling smog infused food on the street who doesn’t pay taxes or any permit/license fees. And it makes the neighborhood look like a 3rd world country.

Personally, I like the personality, accessibility and cultural variety of street vendors. But, the more significant points revolve around regulation, paying taxes ( like the rest of us ), and under-cutting law-abiding restaurants and cafes. I'm with you in terms of making them pay up like their competitors do, but let's be fair here, they are running their own business as well. Respect to them for doing the work to survive. If they still disrespect the law and restaurant business owners, then they shouldn't be surprised ( or play the victim! ) when they are fined or shut down. That's on them.

Santa Monica PD did a great job, keeping illegal vendors from taking money way from hard working honest vendors who pay for spots on the pier, who jump through the necessary hoops and who pay their taxes like we do.
I remember back in the day, Health Department workers would verify if they had a licence, and if they couldn't produce one, they would pour a bleach / water solution over all of the food products to destroy them. They would self-evacuate.

I remember those days .. but it is what it is... It's best to be on the safety side when buying food out and about popular places. Santa Monica pier and ocean front area have changed so much.... I visited the pier 25 years ago. It was definitely a different place for families to visit.. a lot better 30 years and before that.... Even if I was offered money to spend a weekend at the pier, I would not visit the pier ... Too crowded and too many crazy folks... 🙏

I live in a small town outside Sacramento Ca, and within the last 4 years I noticed a lot of street food vendors, some have their little children with them in outside temps of almost 100 degrees. I wanted to question them regarding their situation as I feel they are being forced to do this...
It’s an organized group from Southern CA. It is likely associated with human trafficking and other illicit groups. I spoke to one of the vendors and they admitted to paying a ringleader a huge portion of their earnings. These people are not mom/pop business owners.

This happens throughout California. It’s like little Tijuana on the streets…and the business parking lots, like Home Depot and supermarkets all over the state. Not only is it a safety hazard, it’s a public nuisance.

Unfortunately it's a 9th circuit court Judge that ruled police cannot confiscate or throw away personal property without going through a process. It's not a California or any particular state it's a judge that oversees most of the west coast and a federal appeals court actually upheld the ruling a little over a month ago lol. The police were very kind to the vendors by not issuing any citations. They should have issued them. Otherwise they will just return the next day. These vendors know better and they are trying to ignore what is right. It is a hard job and I feel for them. However, important to follow the proper steps of what is needed.
I cannot get over at how patient officers are and bystanders keep getting in the way. I say stop them, take the carts and impound them like you would a vehicle. Check to see if they are citizens while you're at it. Take the hard road and send a message. Such a waste of police resources.

"They're kids" Doesn't matter who brakes the law, but having your kids do their dirty work, makes their guardian also responsible. Resisting, eluding and running from the cops is also a crime. The consequences needs to be greater than the worth of the risk. Bring a garbage truck and get rid of that stuff. If they are aloud to leave with the carts they will return with the carts.

So if money is being raise for any enterprise, incorporation, business and earns over the price of a permit then yes. I do not believe children should be use as a way around paying taxes in order to make a living. If a child is just doing it at THEIR OWN WILL in order to have some spending money, then sure. But drink at your own risk. The authorities should also have the finial call, be aloud to inspect and investigate when encountered.
