Telemachus did not visit Sparta, he went to Lacedaemon, which today we call Pelana. There was the palace of Menelaus and Helen as it is written in the odyssey. Sparta is mentioned for a wedding that would take place there and Menelaus and Helen were obliged to go to attend.

Basically because Telemachus would grow more as a person if he went on his own journey. Athena wanted him to not just gain information but also experience
