The backup/restore procedure for Viber Desktop for Windows is a whole lot easier actually: (1) Backup C:\Users\[username]\AppData\Roaming\ViberPC\[yournumber] - While "[yournumber]" is the folder named like your phone number. (2) Download and install Viber Desktop on your new Windows system; then start it and register your number like you would normally do. You'll end up with a clean Viber installation. Wait until the sticker synchronization is finished before proceeding with the next step. (3) Exit Viber Desktop completely (not only close the window!). (4) Restore the backed up folder "[yournumber]" to C:\Users\[username]\AppData\Roaming\ViberPC\[yournumber]. Just overwrite the folder! (5) Start Viber Desktop and all your old conversations should be there again. This worked for me when I migrated from Windows 7 to Windows 8.

Just wanna ask you another thing as well: there's a point in 9:02 stating that eventually it's just the folder with user's number that we need to backup and restore. Do I get it right? DO you have any ideas how to make him connect the old thumbnails in chats with the information in the folders?
