Unfortunately that depends on the app. Most apps install for all accounts. Some apps have the option to either install for all accounts or individual accounts. That would also mean you could uninstall these apps for individual accounts. But that's rare - sorry not the answer you were hoping for, but that's windows.

What if there is two users on one PC and we share apps but I want to remove one from my desktop and not the other person’s desktop?
