As an author myself, having some overpower character like Beerus, Whis or zeno, it's kind of a burden and it can be hard to keep those character somewhere else to let the MC (or his crew) shine. We all know that using Beerus to stop Moro can be done in less than 1 page but it will just break the flow and the entertainment of the story
You don't need to have Beerus stop Moro. The fact that Beerus is strong doesn't mean he should intervene every time some strong bad guy appears. That applies even more to Whis. The bad thing is that they don't give any plausible explanation as to why Beerus doesn't intervene. He could very well say "It's not my business" or "i don't care" or at the very least he could very well just approach Moro and fight him just to get a taste of his power like he did when he was looking for the Legendary Super Saiyan and just depart afterwards without killing him.

The roles of the Destroyer and Supreme Kai are to act as teachers and guides to the mortals of their universe. They're supposed to help them grow and develop, but some gods have lost sight of that goal and allowed their position to go to their heads. Remember, Universe 7 had the second lowest quality of life rating. Only being surpassed by Universe 9, who's Destroyer was a pacifist, and who's Supreme Kai was a greedy scumbag. In the case of Destroyers like Beerus, he's supposed to use his power on failed planets and evil forces, so that the Supreme Kai can recycle them into something better. Instead, Beerus only cares about his own satisfaction, and goes completely off the handle at the slightest provocation. Like destroying half a planet, just because he had one drink that was a little bit too salty!

Everyone is dissing Beerus for being lazy but you also have to remember his role. He is a destroyer. Not a protector. His job is to simply destroy planets. Not defend them or cultivate them. Judging from the screenshots you showed, Whis never mentioned Moro directly, he just mentioned Namek is being destroyed. NAMEK is always being destroyed so honestly I feel it is something Beerus will overlook. You're a reviewer of dragon ball lore so you should know by now that the gods don't get directly involved in mortals affair. Hence why he didn't help with Goku black. He only stepped in when the other gods and his self was directly threatened. If Whis may have directly informed Beerus of what was exactly going on with Goku and vegeta being involved chances are he would have investigated it. But alas he did not so.
I mean it's blatantly obvious the reason Beerus doesn't get involved is because it would be inconvenient to the plot. It's why his character destroys narrative structure as the author now has to continuously invent contrived reasons for him not to be involved to create drama that otherwise shouldn't exist. It was established in Beerus's first appearance he wants to fight strong opponents, that was the premise of the first movie and his reason for coming to earth. There is no logical reason he would not want to fight Moro.
in my opinion, beerus has been getting to involved in universal affairs recently, as a God of Destruction I dont expect him to care. He didn't care when freeza almost dominated the entire universe. So from an authors perspective, if you just keep having beerus solve the problem everytime a bad guy shows up, its not going to make the fights thrilling anymore because you know beerus will take car of it. So I like how Toriyama decided to let Beerus sit this one out and let Goku handle it. Because as the end of the day, Beerus is a God of Destruction and this is a good reminder of that. I doubt this arc will end with Beerus saving earth, Broly fighting moro is a good idea though i never thought of that, thats surely something i cant wait for. However I have no doubt he will just drain brolys energy, but broly doesnt play around like goku and vegetta, he may unnitentionally not give him a chance to drain his energy like that.

The Supreme Kai and Destroyers are meant to regularly communicate, as the SK is meant to tell the Destroyer which planets need to be destroyed. Beerus is only meant to destroy dead planets, and isn't meant to save anything. Though due to Shins ineptitude, Beerus acts on his own. The Mortal Level was low in Universe 7 because Beerus was randomly destroying planets, and Shin wasn't creating any new life, ergo resulting in less life throughout the universe.
I think the destroyers are somewhat left to interpret themselves how to best do their jobs. Some might destroy moro because they want to decide which planets parish based on their own standards. Some would look ahead and wonder if there would be anything left to destroy if moro were left alone. Also it seems the angels like to have their destroyers figure things out on their own and won't share much knowledge unless explicitly asked

Beerus has even gone so far as to threaten not just the Supreme Kai, but even Whis himself every time they say or do something that would annoy him. It’s two fold. I think it’s just that beerus is kinda just letting Goku and vegeta get stronger by fighting stronger opposition. Also Beerus is way stronger than people think.
Beerus is a destroyer but he still has a responsibility to maintain the mortal level of his universe; which is why Universe 7 is second to last in that aspect. He is meant to destroy to maintain balance and sometimes maintaining that balance requires him to use his power to protect.

If anything Moro might be the contender that gave Beerus a good fight in the past as mentioned in the battle of the gods arc. Beerus is constantly bored because there’s no one to match him other then Whiz in universe 7. As long as Moro doesn’t touch the Supreme Kai then he has no worries. Everyone is dissing Beerus for being lazy but you also have to remember his role. He is a destroyer. Not a protector. His job is to simply destroy planets. Not defend them or cultivate them. Judging from the screenshots you showed, Whis never mentioned Moro directly, he just mentioned Namek is being destroyed. NAMEK is always being destroyed so honestly I feel it is something Beerus will overlook. You're a reviewer of dragon ball lore so you should know by now that the gods don't get directly involved in mortals affair. Hence why he didn't help with Goku black. He only stepped in when the other gods and his self was directly threatened. If Whis may have directly informed Beerus of what was exactly going on with Goku and vegeta being involved chances are he would have investigated it. But alas he did not so.
I mean it's blatantly obvious the reason Beerus doesn't get involved is because it would be inconvenient to the plot. It's why his character destroys narrative structure as the author now has to continuously invent contrived reasons for him not to be involved to create drama that otherwise shouldn't exist. It was established in Beerus's first appearance he wants to fight strong opponents, that was the premise of the first movie and his reason for coming to earth. There is no logical reason he would not want to fight Moro.

in my opinion, beerus has been getting to involved in universal affairs recently, as a God of Destruction I dont expect him to care. He didn't care when freeza almost dominated the entire universe. So from an authors perspective, if you just keep having beerus solve the problem everytime a bad guy shows up, its not going to make the fights thrilling anymore because you know beerus will take car of it. So I like how Toriyama decided to let Beerus sit this one out and let Goku handle it. Because as the end of the day, Beerus is a God of Destruction and this is a good reminder of that. I doubt this arc will end with Beerus saving earth, Broly fighting moro is a good idea though i never thought of that, thats surely something i cant wait for. However I have no doubt he will just drain brolys energy, but broly doesnt play around like goku and vegetta, he may unnitentionally not give him a chance to drain his energy like that.
