I'm pretty sure there are examples in some SCP articles of foundation staff being demoted to D class for negligence, which is pretty harsh regardless of how catastrophic the conseqeuences of their negligence could be. And that's without getting into the theories some people have that the official explanation of where D-class personnel come from is a lie meant to keep up morale, with "Protocol 12" actually being the status quo.

SCP-5000 heavily modified the power-balance. If it was Clef's [DrClef is the original creator of the GOC and the main canon that is most often used], then the GOC would have dropkicked the Foundation and it's SCPs. Except maybe shy guy. CONTEXT! The GOC employs stupidly advanced technology, mixed with some low level anomalies, which essentially makes every single STRIKE operative be able to delete the entirety of Samsara more often than not. White Suits can go perfectly invisible, are immune to basically everything that isn't 20x103 [Which for the uninitiated is basically what an A-10 warthog shoots to destroy tanks], can reach around 120km/h on a sprint and can smash through walls so hard that it'd make the kool aid man blush. Then, there's Orange Suits. To quote a line from a tale "[After a brief explanation of white suits] So that's their heavy hitters? No, their heavy hitters are Orange suits, but since there's nothing we can do, we're not even going to try."

The Foundation will study and try to learn as much as they can about anomalies but in doing so will usually sacrifice great deals of resources, energy and life to do so and maintain and contain many entities that, if they were to escape, could do truly cataclysmic amounts of harm and would honestly be better off being destroyed.

@Sara Fontanini That SCP was due to the Foundation being taken over by the GOC thanks to a disaster making many backers pull funding from the Foundation, as you said they took on the kill 'em all approach and it blew up in their face, hard. The SCP 1730 itself was created thanks to their mishandling of specific deity level entities and the inadvertent creation of one such entity before the facility that is the SCP was shunted into the 'main' SCP universe. The GOC definitely isn't a universal problem solver, they fudge up as much as they don't but then so does the Foundation and they're a constant black hole of resources and human life. You should parallel the GOC stories of their strategy going wrong to the multitude of SCP entries that caused human extinction due to the way they were handled by the foundation. The foundation is REALLY in the wrong sometimes too. There are many anomalies that are extremely dangerous yet they are being "secured" for study by the SCP foundation. A mixture of both strategies depending on the context of the situation should be applied.
There was an incident where foundation try to kidnap a unicorn and almost brake human Arthurian creature peace agreement. Thanks to the GOC agent making sure that foundation goal fail.

The GOC is the best example of good intentions without always being right.The shuttle and boats are a good example. The boats weren't even doing anything remotely harmful, but after the SCP Foundation didn't take any extensive containment procedures, the GOC destroyed them. Next to nothing was actually known about the shuttle, but acting on the principle of "if that weird thing gets too close to me imma kill it whether it's harmful or not" they destroyed it. On the other hand, *countless* hostile and destructive anomalies have been destroyed by the GOC, whereas the Foundation would just stick it in a box no matter how dangerous to humanity it was. I think that this actually makes the Foundation at fault for this. Their methods of *containing* world destroying entities rather than straight up getting rid of them has made the GOC believe that the Foundation is a bunch of idiots who are more interested in research rather than actually keeping someone safe. Remember, the GOC does have it's own research department devoted to studying these threats. Additionally, there is no fucking way the Foundation didn't know about that weaponized satellite, and they still chose not to share vital information about the shuttle. If I existed in this universe, I would be working for the GOC, because they are wholly dedicated to protecting humanity, when the SCP Foundation puts humans at a monster's mercy for the sake of their own research.

The Foundation has also neutralized various threats, but aren't stupid enough to try and summon XK class entities to try and kill them, like the GOC has. These are anomalies, that affect reality, regardless of their state of life or death. Sometimes the GoC has the right of it, sometimes the Foundation has the right of it.
The GoC has a tendency to go into situations without all the facts and cause unforeseen consequences through their actions, especially when dealing with sentient and reality altering entities.
The Foundation will study and try to learn as much as they can about anomalies but in doing so will usually sacrifice great deals of resources, energy and life to do so and maintain and contain many entities that, if they were to escape, could do truly cataclysmic amounts of harm and would honestly be better off being destroyed.

@Sara Fontanini That SCP was due to the Foundation being taken over by the GOC thanks to a disaster making many backers pull funding from the Foundation, as you said they took on the kill 'em all approach and it blew up in their face, hard.
The SCP 1730 itself was created thanks to their mishandling of specific deity level entities and the inadvertent creation of one such entity before the facility that is the SCP was shunted into the 'main' SCP universe.
The GOC definitely isn't a universal problem solver, they fudge up as much as they don't but then so does the Foundation and they're a constant black hole of resources and human life. An anomaly termination council would probably do the Foundation some good on cutting costs and dangers... But as many say: "It's 'Secure Contain Protect', not 'Secure Contain Destroy'."

You should parallel the GOC stories of their strategy going wrong to the multitude of SCP entries that caused human extinction due to the way they were handled by the foundation. The foundation is REALLY in the wrong sometimes too. There are many anomalies that are extremely dangerous yet they are being "secured" for study by the SCP foundation.
A mixture of both strategies depending on the context of the situation should be applied.
Tbf even if they try to eliminate some of those world ending creatures it'll still end in disaster so the best is the thing there doing now

The GOC is the best example of good intentions without always being right.The shuttle and boats are a good example.
The boats weren't even doing anything remotely harmful, but after the SCP Foundation didn't take any extensive containment procedures, the GOC destroyed them.
Next to nothing was actually known about the shuttle, but acting on the principle of "if that weird thing gets too close to me imma kill it whether it's harmful or not" they destroyed it.
On the other hand, *countless* hostile and destructive anomalies have been destroyed by the GOC, whereas the Foundation would just stick it in a box no matter how dangerous to humanity it was.
I think that this actually makes the Foundation at fault for this. Their methods of *containing* world destroying entities rather than straight up getting rid of them has made the GOC believe that the Foundation is a bunch of idiots who are more interested in research rather than actually keeping someone safe. Remember, the GOC does have it's own research department devoted to studying these threats. Additionally, there is no fucking way the Foundation didn't know about that weaponized satellite, and they still chose not to share vital information about the shuttle.
If I existed in this universe, I would be working for the GOC, because they are wholly dedicated to protecting humanity, when the SCP Foundation puts humans at a monster's mercy for the sake of their own research.

SCP 1609 and 1522 gave me an insight to the contrasts of GOC and the Foundation. Both agencies are ruthless and morally gray. However I see the Foundation as more methodological and sees what is necessary in their approach. The GOC's intentions seems to be just eliminate anomalies by destroying them. Which we all know some Anomalies just cannot be destroyed. With their disturbance the said Anomalies just become worse.

The Foundation has also neutralized various threats, but aren't stupid enough to try and summon XK class entities to try and kill them, like the GOC has.
Think of the foundation as the shield and books and the GOC as the Sword and gavel.
Whilst the GOC aren't more teched out for battle ...
These are anomalies, that affect reality, regardless of their state of life or death.
The Foundation in lore has had more success in stopping anomalous backlashes, and from things spinning out of control.

The GOC is honestly the definition of Chaotic Good, they have the right idea and want to better humanity, however they go about it in a different way.
I feel that the Global Occult Coalition and the Federal Bureau of Investigations Unusual Incidents Unit are the 2 best organizations, with somewhat good intentions.
Ironically they're also usually portrayed as the most incompetent.

An interesting contrast between the two groups. Both with distinctly admirable goals, of the common of protecting humanity. But the GOC is more cautious, while the SCP is more inquisitive. Both need each other to check each other.

The thing I like about the conflict is that both the SCP Foundation and the GOC have a degree of validity in their viewpoints, but their separate codes cause both of them to fuck up in drastic ways.
