    My solution:
    The midpoint of a chord is on the ray from the center that is perpendicular to the chord. So, construct the line O+λ₁(-2,1). Intersect that line with (2,1)+λ₂(1,2). There's M.

    ty so much.. . I have been theorizing, staring at a drawnig of a circle and found the 3 furthest points from each other' representing some form of 3.1415 within the circle.

    M = (3/5 , -9/5). The radius of the circle is not necessary, except to calculate P and Q.
