Not just that geography, but there are other factors, including corruption, mismanagement, FDI restrictions, and so on. Opening FDI and shifting to parliamentary and federalism would be the only solution to that long-term problem.

Sweden, Norway, Finland, Canada, US, Indonesia and Austraila are bigger in land size AND have more islands than the Philippines. Most are developed and rich countries.
Indonesia, Japan, Madagascar, Papua New Guinea as "island countries" countries are bigger in land area than the Philippines.

Jay Mark Montecillo, mali ka , magkakaroon ng giyera sa Mindanao pagkatapos mag declare ng Independent Nation ang Western mindanao after a couple of years thru Federalism.
Philippines needs a central govt, where do you think those provinces will get their money thru Federalism. In fact those provinces are physically burden to NCR because the nature of their land with so much mountains but little minerals, only a few provinces can support themselves. Right now Western Mindanao is Autonomous Region, Manila does not interfere with
their economic, social activities, Manila does not get money from them, What do you think they can't do in Autonomous Region that they can do in Federalism. The Philippines with so many languages is not ideal for Federalism, it will split into many small countries. Imperial Manila ang laging nag aabuno ng mga gastos dyan sa probinsya lalo na kapag may salot tulad ng bagyo. Umunlad ang Manila dahil sa geography nya, no mountains, with three huge rivers, huge lake, Manila bay is the best in world for docking ship. Even if we go back to old age and start all over again Manila will be the first to progress because business will seek a flat lands and lots of water, lakes.

And build more longest and deepest tunnels or bridges which inter connected through main islands or Municipal Airports for the minor islands and for the major islands like Palawan , Cebu , Davao , Zamboanga , etc. Is International Airports. It also important to boost military and defence for the seas and ocean to protect against countries and control the abnormal mass and illegal migrations which is also lead to the illegal drugs or illegal people slavery or prostitutes. It can also help to create more upgrades for the fishermen to support their livelihoods and ferries for transportation to other islands.

    1. National instability. High crime rate , drug war and it both have communist and islamic rebellion.
    2. Electricity is extremely expensive for a developing country. Investors wont go here for manufacturing
    3. Climate/natural disasters more than 20 typhoons per year , earthquakes volcanic eruption etc. Its harder for the farmers fisherman etc. to improve their life here
    3. Constitution. Foreign Investment Act (R.A. 7042, 1991, amended by R.A. 8179, 1996) states that at least 60% of the business should be owned by a Filipino citizen, while the rest can be owned by the foreign investor.
    5. Politics, its clan focus than ideological or performance of the politician. Most politicians are not college educated
    6. Cultural factors filipinos are procrastinators and arent that good in making life decision for ex. Most filipinos would have kids before theyre financially stable , the "bahala na" (come what may) attitude, employee/servant mindset ETC.
