'The trash is to be thrown away' is the formal term for 'the trash is going to be thrown away'. If you don't believe it, you can watch that lesson in one of Arnel's uploaded videos. Just search for be + to + bare infinitive. And you're wrong when you said that it was still the same because they are literally not. Grasp this example for you to further spot my point - 'I feel so happy to see you dancing on the stage.' and 'I feel so happy to have seen you dancing on the stage.' Not the thing you're pointing out, right? I hope you finally got my point.

Sentences of the type around 18:00-18:30 can be paraphrased by "if it is the case that xxx, then I say yyy", e.g. "if it's the case that you liked it, then my question is: why didn't you buy it?". The main clause is expressed on condition that the if-clause obtains. If it doesn't obtain, expressing the main clause is irrelevant. Another example of this type is "if you are thirsty, there's coke in the fridge". The coke is there regardless of whether people are thirsty or not, but 'if' is used to signal "I'm telling you that there's coke in case you are thirsty. If you aren't, you can ignore the main clause, because then it's not relevant to you." So such sentences can be seen as conditional, but the condition is on a different level than the other types in this video. Just a way of seeing these apparently non-conditional if-clauses, please let me know what you think.
