Why they are not more communicative ??? Because they are Parisians, and Paris is "le nombril du monde". You enter in their world, you have to follow the rules or you're out. And, they have, obviously, a superiority complex, even with the rest of France. More seriously, Paris, it center, is a upper class place (I generalize of course), so it is more a "mépris de classe", un entre-soi (beetween ourself). And in fact, we are very bad in foreign languages (another generalization), and like they (we) are proud, it is easier to pretend to ignore or not to be interested than to show that one does not know (here speaking a foreign language). It's a lot of generalization, but it contains a lot of truth, too.
