The only reason he did anything different was the fact that he saw himself as a washed-up middle-age man. While Doc did bring him to that timeline, he didn't need to. He could have just told Marty something vague about never racing his new truck and that would have had substantially less impact on the space-time continuum than actually transporting Marty to the future, which ends up giving Biff the chance to alter the past (which incidentally should have caused the 2015 reality to turn into the alternate reality the return to in 1985, like how the various photographs or newspapers change, because Biff had now altered the past).

Doc needed the 17-year-old Marty to pretend to be the 17-year-old Martin McFly Jr. because they were the same age, and they couldn't just trust on Jr. to make the right choice just because his father told him to. There was no guarantee that he was gonna obey, so they needed Marty himself to pretend to be his son in order to refuse Griff's proposal.

Since 1985, we didn't have massive wars, even cold war ended, so there was no stimuli to create new ground breaking technologies which would eventually be adopted for civil use. That's why the advancements don't strike the eyes so much.
80's people expected we would maintain the same rapid development pace.
