The way I heard it, as told by Rodney Dillard, is that they couldn't speak because they were not members of the Actors Guild. They were already union musicians. If they had to pay union dues to two unions; actors and musicians, it would be expensive, which meant they would have to split their energies with acting parts. They decided to focus only on music, hence no speaking. What we heard here was likely Guild voice-over dubs.
Rodney told me the same story. He and Doug both stated on TV interviews that they did indeed speak the few phrases heard in this scene, but could not be credited as actors.
the original mayor was married and floyd was married, and i considered them regulars (tho' the mayor's appearances were so minor that i guess he could be considered not a "regular"). oh, and rafe holister was married, but he was only on about 3 or 4 episodes, so i guess he might not be considered a "regular".
@@r.p.mcmurphy6623 yeah, i know, and floyd appeared on the show "regularly". i'm not gonna' nitpick by counting the number of episodes that floyd was on verses otis but i bet floyd was on close to as many as otis. and as i stated, both the mayor and rafe's appearances was not so much but still could be debated as regular by some.

BRISCOE: "They wuz GOOD!" BEA: "Well ya didn't say anything.: ANDY: "He Ate Four Bowls!" BRISCOE: "Eatin' speaks louder than words." BEA: "Well then, GREAT! In about a half-hour, you should be able to play that jug of yours WITH YOUR ASS!"
