Technically no, the most important updates for the core game were included with the 1.6 core (i.e. perfect resources and updated gear and settlement locations). The Legendary Card Pack included some additional white box content that was a part of a vague APG promise back in the day (bloodskin, speaker cult knife, dormant twilight cloak, and blue lantern). It also came with fixes for the Wave 1 expansions but those are already part of the updated 1.6 expansions that should be fully restocked on their webstore. There's quite a bit more the LCP included that will not be part of the 1.6+ core game, the full contents can be found here:
