To be honest, I myself have speculated it. I've always thought The Snowtroopers were the Remenants of Bacara's Men after Order 66.

I don't think so, other battalions have been seen using the clone snow gear. I believe just because of the conditions of Mygeeto the marines used the appropriate equipment, they would likely have standard clone armour when in different environmnets.
