    Removing the wheel arch liner would be less problematic than removing the bumper cover.

    Why didn't you show removing the actual washer reservoir? It skipped from draining the reservoir to an introduction then to reassembly.
    Where are the bolts, and how many?

    Can there be an issue where the hoses are good and the pump is running but still no fluid flowing? I removed the hose from the hood and ran it. There was no fluid coming out.

      the motor may run without any vanes. They are fragile and can come away if run while frozen or if stuck with gummed up washer fluid.

    Not only did you take the front bumper off for nothing, you re-assembled everything before checking if the new pump works. If this was a clients car , they would be paying about $50 bucks for a new pump + 2 hrs of wasted labor $200 min. It's a known fact that garages make money on labor cost not parts !
    I replaced my Elantra Touring 2009 pump from inside the wheel well, behind A cover ( inner plastic gard R/H side ) It took me 30 mins & I had time to have a cigarette during !
