There are steps you can take to bring these programs to your state and other states but you would have to devote a lot of time and effort to it and it may all be in vain because the International Union of Police Associations would most definitely fight against it.

I've been shot, I've been locked in psych ward, I had a massive stroke last year. Still haven't paid a dime. They can't take what doesn't exist and if you're really messed up they can't deny you. Also, I should have gone to college, then maybe I could pay. Oh well.

from someone who has severe insomnia I feel this guy's pain. it's horrific and vicious so much you will do anything to sleep for more than a few minutes. everything is hyper aware. food the weather.....you drink to hopefully pass out. I have never been as bad as this guy but it's been close.
Also, melatonin, if taken moderately, is an effective sleep aid, but over-ingestion can cause some bizarre and unpleasant mental states.
I have mild insomnia, I might get a bit grumpy but this guy whooooo.
Tony Danis Melatonin can help with other sleeping problems but doesn’t help with Insomnia.

Melatonin used to help ease me into sleep, but hasn't worked recently.
It can definitely affect people's waking behavior, sometimes very negatively.

Edit: So he's referencing he should've gone to college to become something in which you don't deal with people screaming at you in the late hours.

Because when my mom was a ER nurse she had two firefighters come into her ER for a drug test because the spotter had the driver, back the fire truck INTO the door frame. It was an accident but still embarrassing, no one was hurt and I don't think the damage was bad ( I think the truck won by a scratch)

It's funny, but it's not. A lot of respect for the man @ 2:58 who looked at him as a person who really may have a problem. I m n went years with 2 hours a night of sleeo. You do feel like you are going to lose your mind if you don't sleep. It is one of the loneliest feelings. I would be so happy when the first people started waking. When building a new home, we had this little apartment that overlooked the Burger King, all night window. I was never so happy to sit and watch cars go through and not feel alone. I would have anxiety attacks as other people went to bed.
