Italy was the weakest Axis power by far. It was no match to Japan or Germany. It would've certainly been completely conquered by the Germans in the case of world domination.
Considering that they backstabbed the Soviet Union, helping Italy is only in their interests short term. There's no such thing as a true ally if your goal is world domination. Germany and Japan would've certainly faced each other off as in the show.

Maybe the Nazi empire is referring to all of the German territories as well. We see that the US holds similar autonomy as, say, a colony. With locals being put in charge rather than Germans. If the series used the terms like "Großdeutsches Reich" or "Reichskommissariat Amerika", like was planned originally, it would have a lot more sense. So that's why they used "Empire." Yes I remember reading that William Shirer was told to stop using the word Nazi when he was in Berlin. I think the point of this scene is to show the minut differences between us and the man in the high castle universe. If they got rid of the uniforms and swatzikas you would be unable to tell the difference between the two. You can see the lives and emotional figures of these people. Probably one of my favourite glimpses into that world. The history books in it are written by the winner. Same as in our reality, every single bad thing done by the Nazis is brought to light, while Stalin's repressions and the American slavery isn't given nearly enough attention by the history books in Russia and the US respectively. In the show, they barely talk about the genocide (only a couple of characters mentions it in passing), yet every bad thing about the US history is brought to light.

Why did they say "Nazi Empire"? The Nazis didn't refer to themselves as such. The term Nazis existed at the end of WWII by the Americans.
Reich means realm, not Empire, their official name was 3rd Reich, or 3rd realm, the 1st was the Holy Roman Empire and the 2nd was the German Empire.
