To alleviate poor shifting and uneven drive train wear, manufacturers recommend chain replacement before rear cog replacement. Now you can quickly and accurately determine the wear and stretch of any chain with the Park Tool Chain Checker. Simply insert the Chain Checker’s pins into two links, lightly press the swing arm gauge, and then check the gauge window for an accurate reading
    Features:
The CC-2 is compatible with all derailleur chains. For 9 and 10-speed chains, replace chain at or just before the 0.75% readings. For 11 and 12-speed chain, replace at or just before the 0.5% reading. Check with manufacturer for specific replacement instructions.

Is it still compatible with 12 speed SRAM and Shimano chains? (Ex SRAM Red AXS 12)

Replace 12 speed when it reaches .5? Are you sure? According to srams owner manual, I should change the chain when it reaches 0.8% elongation.

Sram suggests replacing the chain, chainring and cassette at .8 elongation. If you would like to potentially prolong the life of the cassette or chainring then replacing the chain earlier would be suggested. The other thing we have noticed on these chains is that shift performance starts to deteriorate even before .5. This has to do with the side to side flex of the chain. You will notice when holding a well used but not well "stretched" eagle chain they feel loose and have lots of movement back and forth.

I've been told that new chains start at .25 on this tool. What is the 0-.24 readings for? Why doesn't the tool just make zero the initial reading?

Chains do vary when "new". Chains and the cassette cogs are made for 1/2" pitch chain, meaning chains that are 0.500" between rivets and rollers. However, no chain, even a new chain out of the package, measures exactly 0.5". It is necessary to have a little bit of play in each link for the chain will bend. The tolerances and built in play for new chains varies, some being new but still showing 0.25 on the tool and some actually less. With use, the rivets and inner plates will wear and this increase the distance between rivets. To get the most life out of the rear cogs (typically more expensive compared to a chain) it is best to replace the chain as it reach 0.5 to 0.75. With the expensive 11 and 12 speed systems, it is better to throw more chains at the system to again get more life out of the rear cogs.

The directions state that you should insert the stationary pin between the inner plates (that's not what i see here). Which one is the right approach? Thanks.

Fixed pin between the outer side plates.

Is it suitable for 12-speed chain?

The 12 speed chain is still a 1/2" pitch, and the CC-2 and CC-3.2 are compatible.
