They still got build-ups, but lack the climaxes...we also see this in Invincible and (kind of) Descending too. My take on it is that Maynard has always been responsible for the climaxes by shouting/screaming/raising his voice, but are now reluctant to do so - probably due to protecting his throat - which is fine. I still love this song and think it's one of their finest, but it misses the climax.

The base of inoculum is Latin oculus, meaning"eye." ... The eye is a focal point of Tool's album art and a number of songs so the album's name Fear Inoculum is unique but also not surprising, since it is in keeping with the band's musical underlying theme.Jul 30, 2019
inoculum. [i′näk·yə·ləm] (microbiology) A small amount of substance containing bacteria from a pure culture which is used to start a new culture or to infect an experimental animal.
Bless this immunity. The reason for the African beat on the drums, is because there are a number of biotech companies mining in the Congo...and what they're finding is pretty scary stuff.
    Love your reactions brotha!
I've been staging major tours for over 25 years and Tool, Pink Floyd, Zepplin, Yes, Rush, Bad Company, Metallica and many others that are either the original old school pioneers and world's best musicians, and a few new comers are always on my list. I've worked on projects from Prince to Genesis, Rush, Parliment Funkadellic, Micheal, Janet and many others....but I haven't seen you react to Peter Framton's "Do You Feel Like I Do", considered one of the greatest songs and guitar works if all time.
Keep it up - your reactions are inspiring many to open their minds to all genres of music, art, talent and writing.

My brotha! I’ve been listening to your reactions since you were at around 25k subscriptions. Every single tool reaction has been pure and sincere. I’m just as excited as you are for the new release. To be honest, as a lifelong tool fan, i had to listen to this song a few times to totally grasp what it had going on. Obviously the music it self is on point, i just had a problem with the lyrics at first. Not the message, just the way that Maynard projected them in the song. I wanted to hear the big creciendo with the music as it happened. Now after a few listens, it all makes sense. Your reaction to this and every one of the Tool songs prior have always been on point. I hope the rest of the album is as good as this first release. Thank you for your ever honest opinions and sincere takes on this great band!
