Hello, fuel pump need make a sound when killswitch is on?

Hard to say,, I would say if its all not hooked up right. If the kill switch is on, I would say nothing should be happing. And sometimes you have to have the clutch pulled in to get some bikes to start. I hope that helps a little. Hard to say when not there and do not know all the details.
