The audience many don't understand, the medieval mind set. Rhaenyra could have prevented all this by building up alliances, but she wasted it.
Alicent as well. Aemond should have already been married off to Baratheon's daughter. If he had married before the timeskip then by the time he turned 18 he could have had 3 kids. If he had a daughter he could betrove her to the young lord of Highgarden and get the entire Reach on their side
Otto ambition aligns with the culture, traditions, and politics of the established realm. Otto will always be ambitious but he is no different then any powerful lord in Westeros. Also I would say that fans clearly love Daemon but him and Oto r very similar as characters.

Personally I think the reason people tolerate Daemon’s actions but not Otto is because Daemon does not hide who he is. He knows he’s a chaotic force but is honest about it. Otto, however, hides his intent and puts on a show of being a stand up guy while he’s planning your downfall. Since Daemon can see pass Otto’s hogwash, he makes it his mission to egg him on to prove that he [Otto] is not as upstanding as he might think. Likewise, this modern generation might not like two-faced people and prefer someone who is straightforward and does not bs around

It doesn't change the fact that they're still both terrible people. So why do people still like Daemon?
Daemon doesn't own anything. He just thinks the Targaryens are above other people because of their dragons. It's why he has such a lousy personality.
Lets say, Viserys married Corlys daughter. No way would Daemon nor Rhaenyra would have had a chance.
Maybe they would go across the narrow sea and be similar to the blackfyre rebellion.
There would’ve been no dance because Corlys swore fealty to Rhaenyra and liked daemon.
But that would have solve the problem of war occurring in their time. The Velaryons were keeping the traditional custom of their pure blood.

Otto doesn’t see that his actions is what caused the division in House Targaryen, he ignores the fact that he, Viserys, Alicent and Rhaenyra are all contributing to the upcoming war between the two factions. I don’t believe that if he told Viserys that Rhaenyra was seen at a brothel, he would be removed.
He tries to prevent bloodshed but he lacks the ability to realize that blood is going to be flowing no matter what he does.
Westeros was already divided when Viserys named Rhaenyra his heir on a whim just out of emotional guilt, not logic. Plus, Westeros is a medieval society run by men, not a modern society where men and women have power equally.

Westeros was divided before Rhaenyra was even a young girl. By that I mean Great Council of 101 to be exact, there were lords who supported Rhaenys for their own gains mainly The North. And the same thing for Viserys as with the Velaryons there was always division before and after Rhaenyra’s named as the heir.

Will bet money that the show has Daemon deflowering Alicent which is why Otto hates him.
That would be a little gross, even for this show. Alicent would have to be at least 12 to make such an incident feasible.
Otto is a pretty disgusting man, but he's a good Hand.
Everyone in Westeros is the same thing, though the Starks are more honorable. Medieval society and modern society are not the same thing. We today see the evil of the medieval society but back then, it was the status quo.
