    I think about Rosemarie constantly, since you covered her case many years ago on Searchlight. I'm so glad you are talking about her again! ❤

    I dont want to be too detailed, in case family reads this, but predators target this particular group of women who are cognitively delayed but can hang out and socialize with adults without disabilities. I cant bring myself to write the stats, it's very very bad. We need a hero to fight for these women, who iften have extremely complicated situations, and cops dont want to take on these cases because resolution is unlikely, but that's why predators strike. I worked on this very issue - we heard horror stories of what staff had overheard in prison or Criminal Substance Abuse rehab about working with institutionalized people after release - most of our institutions are in one section of MT, unintentionally setting up a pipeline of the most predatory people going into jobs working with the most vulnerable. Even with criminal background screening, by now the un-caught predators know this too, and flock to places with access to women & men who can be manipulated easily.

      PS I also work with prisoners, so do need to point out - predatory behavior is still not a given, part of the problem is that lots of former convicts would truly be awesome with DD & SMI clients and just want to get a job on "the good side" of society and want to be known as helpers. Many of them are just a bit less DD & SMI than people in group homes, as well, but don't qualify for help. It's a massive problem all around.

      True, I am in Québec City, and I saw it and go to save this teen from a predator who go to homeless kitchen soup and screen the youngest, without home or on the run of their lifes, take them to his house and God knows what he do with them at this point..But I saw somes return with stories of being confine to stay in the house, cannot go out, ....
      I saw him , this guy after it , and I stand up on my chair, and scream that he is a creep, I talk to every girl or woman that I saw talking to him to never go to his house..
      They are everywhere..

    Note: kids with disabilities can be in foster care AND still have loving, safe parents. It doesnt always mean a child was "taken away," some foster parents specialize in helping kids with certain disabilities. I just dont want anyone to assume the worst, my sister lived with another family with decades of experience, but ultimately lifelong group home worked best (she had an ultra rare disorder).

    Just a gentle request- while too many people will still estimate a "mental age," for someone else, it's not really true & can be really misleading. A person can have a significant delay and be at the reading level of an 8th grader, but might have adult skills in driving. This is just FYI, i know fools will still estimate an "age" for media, since people ask endlessly, but it's not info you should consider accurate beyond grade level of math/reading skill. Most professionals hate the concept of "mental age." Lots of brilliant people with dyslexia have 4th grade reading skills, but we understand that they don't have literal 4th grade minds Same with this, but the general public misunderstands and thinks that means emotionally, sexually, etc, that the person is basically a child. They are not.
    And, just a heads up, this sounds like a situation with a cognitive delay AND a serious mental health issue. Cognitive health (aka intellectual level) is the ability to do things like read, write, add, reason. Mental health is mood & connection with reality. I realize these two terms nearly mean the same thing literally, but within the world of services provided to people, they are separate. Just some more background, as someone who worked with folks who are DD (state term for cognitively disabled, even tho it isnt literally accurate so just the acronym is fine) and SMI clients (mentally ill people, who qualify by income & diagnosis) where the mental health diagnosis becomes disabling or high risk for being disabling...folks who need some assistance to maintain independence. It's actually almost impossible to receive both sets of services in full, sadly many people with cognitive delays and SMIs do not get all the help that should be relatively simple to offer. Sorry, i know this is confusing & lots of jargon, was hoping to offer clarity but not sure lol

    Those sort of centres aren't suitable for everyone and many of them don't have the best track record in terms of welfare for its residents maybe Rose simply wanted to get out of a situation and took off

    As a parent I cannot imagine not knowing where your child is,and what may have become off them. It is every parent's worst nightmare. My second son has high functioning autism so this case hit home. I do know what it is like to lose a child. I lost my fourth this March. I have to think the unknowing must be worse. At least I have somewhere to go to recall fond memories,and leave my love. This father does not. May he find Rosemarie,or at least be able to bring her home.

    Thanks for coming back to this case John. Could somebody clarify in which cases the FBI become involved. I know they can become involved when a crime crosses over state lines or is concerning crime in national parks, but beyond that i don't really know
    I hope answers are found soon for her family and friends. Best regards from the UK

      @nrgltwrkr2225 6 месяцев назад +1

      I am not sure these are the only answers, but here is what I know that I can share about when the FBI becomes involved: The FBI will initiate a kidnapping investigation involving a missing child "of tender years" (generally defined as 12 years or younger), even if there is no known interstate transportation of the child. They will monitor other kidnapping situations when there is no evidence of interstate travel and offer assistance from various entities including the FBI Laboratory. But for missing adult cases, the FBI generally does not get involved unless the person is believed to have crossed state lines or if a federal crime is suspected. Local law enforcement agencies are responsible for investigating most missing persons cases, and the FBI will assist them when requested.
